1. BACKGROUND INFORMATION
DanChurchAid is an independent, faith-based non-missionary humanitarian and development non-governmental organization (NGO) with headquarter based in Copenhagen, Denmark.
DanChurchAid is rooted in the Danish National Evangelical Lutheran Church, but is active wherever we find the need is highest, regardless of religion, gender, political beliefs, race, and national or ethnic origins, handicaps or sexual orientation. Our work is based on a Christian view of humanity with respect for every individual’s rights and equal worth. Important note: The consultant who will conduct the baseline survey will also undertake the mid-term review of the project that is assessing the Action’s achievements/progress/impact with relevant project measurement criteria. It will be conducted after 18 months of the start of the project and a separate ToR will be produced. It is worth mentioning that contracting the consultant to undertake the mid-term review will be decided by the DCA upon flexible, smooth and quality deliverables of the baseline survey.
Description of project: The Action will direct 240 youth that will be selected by PalVision through established criteria (aged 20-30, youth activism, involvement in the work of the Jerusalem CBOs, relevant university education and willingness to commit to the activities of the action) to work with their communities and CBOs on claiming their rights within an International Law framework. Targeted youth CBOs/CBOs having youth programs in East Jerusalem (EJ) will have a multiplier function to reach out for marginalized community members. In addition, to hold Palestinian and international duty bearers accountable to uphold the rights of Jerusalemites living in EJ. For the youth to advocate for the right of self-determination, the legal right of people to decide their own destiny and to strengthen youth participation/engagement in their community development issues, such as demolitions, forced transfer, discrimination of East Jerusalemites, economic exploitation/taxes in EJ. Coupled with this is international advocacy work will target international duty bearers encouraging them to adhere to their third state and third actor responsibilities.
The **overall objective of this project*:* To support change for Jerusalemites living in East Jerusalem (EJ) by promoting community leadership and advocating for the political, social and economic rights of Jerusalemites under IHL
The **specific objectives of this project*:* SO 1: To empower Jerusalemite youth and CBOs\other groups to play an active role in their communities and influence Palestinian decision and policy makers. SO 2: To engage with and hold Palestinian and international duty bearers accountable to uphold the rights of Jerusalemites living in EJ.
Target beneficiaries: 20 EJ CBOs\other groups, 20 WB CBOs, 20 EJ comm., 240 EJ youth (age 20-30). International/Palestinian. Duty Bearers incl. solidarity groups, INGOs, Religious leaders, EU Inst/MS. 5,000 comm. members (WB open days, 2000 beneficiary), open days in communities (1000 beneficiary), and 10 initiatives (1000 beneficiary). 500 stakeholders in 2 youth conferences
Target area: East Jerusalem[1]/oPt in twenty (20) communities[2] & West Bank (WB). Advocacy work done in Denmark (DK)/12 EU Member States [MS]/Norway/Switzerland via ACT Alliance EU[3].
Expected result:R1.1. EJ youth possess knowledge, skills & tools to improve the status of their communities using research, community-based initiatives & campaigns; R1.2**. EJ-based CBOs\other groups are able to respond to the needs of their communities using small scale sub-grants (now termed "Financial Support to Third Parties") by empowering the CBOs\other groups to identify/address at least one community issue;** R1.3. EJ-based CBOs\other groups enjoy stronger networking with CBOs in WB to better understand the daily life of Palestinian Jerusalemites and enable them to take joint actions to address key issues; R2.1. EJ-based CBOs\other groups have organizational/technical capacity to advocate for the rights of their communities; R2.2.** International awareness on IHL violations in EJ is raised prompting specific actions to counter them
2. PURPOSE OF THEBASELINE SURVEY
The baseline survey aims to establish clear benchmarks at the early stage of the Action which relate to the outputs and results against which progress will be measured and impact assessed at beneficiary, and community levels.
The baseline survey will be part of a larger monitoring and evaluation approach and it forms the basis for measuring change over time to the Action's outcome and impact indicators, it's important for the final evaluation so that impact can be accurately measured. DCA and Palvision will use this information to make sound strategic decisions for programme implementation and future programme development. The baseline survey report will contribute to the body of knowledge on the situation of the East Jerusalem communities.
To the extent possible, the baseline data should enable DCA and its partner to identify results clearly attributable to the implementation of the project as compared to results from interventions by other actors or other conditions
The baseline survey is also an opportunity for Palvision staff to strengthen their own capacity in conducting baseline surveys; hence, participation, training and mentoring opportunities should be explored as much as possible.
The LFA matrix which has the objectives and the respective indicators of the project is attached to this document to assist in the development of the baseline survey tools.
3. SCOPE and FOCUS
The consultant is expected to compile comprehensive information clearly disaggregated based on vulnerabilities, gender, geographic divisions, socio economic groupings, etc. to facilitate the future evaluation of changes expected to be achieved by the project.

With reference to the overall objective and specific objective indicators and in relation to the Expected Results , the baseline survey should assess:
EJ youth and CBOs knowledge, skills and capacity:
The knowledge, skills & tools possessed by EJ youth and their ability to work on community-based initiatives and campaigns.
The capacity of EJ-based CBOs\other groups to respond to the needs of their communities
the skills, knowledge and tools of the COBs\other groups to identify and address community issues
the quantity and quality of networking between EJ-based CBOs\other groups with CBOs in WB
The level of understanding of the daily life of Palestinian Jerusalemites by the WB CBOs\other groups and the ability to take joint actions to address key issues
The number\percentage of youth (men and women) who are demonstrating leadership through community activism.
Advocacy:
The level of the organizational\technical capacity of the EJ-based CBOs\other groups in advocating for the rights of their communities.
The level of activism among targeted EJ youth and CBOs/other groups to improve their communities political status through documentation of the situation and advocacy
The level of the international awareness on IHL violations in EJ and the rest of the oPt.
Overall assessment of the status of current adherence to third state responsibilities under IHL (responsibility not to recognize, aid or assist rights violations) and the UNGPs by the EU, Denmark, Norway and private sector actors and actions taken in this regard
Stakeholder Participation
Palvision and Consultant must ensure that a wide range of stakeholders participate in the survey as respondents. These will include:
Men, women, and youth that fit the target profile as a direct project beneficiary
Local CBOs and NGOs and other groups(Jerusalem and WB)
Stakeholders that will play a role in the different aspect of the project e.g. PA duty bearers, local government authorities, EJ governor, Palvision staff/board , DCA staff
Stakeholders with specific knowledge about IHL and UNGP adherence, among others Brussels-based advocates and local IHL resource persons

4. PROCESS and METHODOLOGY
This baseline survey should not last more than a total of 22 working days, to include:
A) Desk Review of the Action’s documents including (LFA, project document, DCA gender policy, rights-based approach..etc) and documents and statistics about Jerusalem.
B) Desk-review of existing reports by AIDA, Diakonia, Human Rights Watch and others.
C) Assessment of Palvision setup, technical capacity and management competency to implement the project. In particular, to assess the capacity in terms of rights-based approach, gender equality and Participation of Rights Holders. In addition to assess their capacity in handling complaints, the existence of HR policy and strategic plan, and their technical capacities of in undertaking and participating in international advocacy oriented work
D) Interviews with DCA staff, Palvision project staff and ACT EU EU Desk Officer
E) Preparations of baseline survey methodologies, research tools and sampling
F) Administering questionnaire and focus group discussions in the targeted locations
G) Data analysis and writing the draft report
H) Debriefing session with DCA staff, Palvision staff and the EU Desk Officer
I) Final report
Roles and Responsibilities
The baseline survey will be carried out by the named consultants supported by Palvision staff, and DCA.
Roles and responsibilities of the consultant:
J) To develop the tools, methodology and timeframe for collecting data.
K) To share tools and methodology with Palvision and DCA, for approval before the survey begins
L) To administer the questionnaires, focus groups and one-to-one interviews in the field, supported by Palvision staff
M) To analyze all data in an appropriate software package
N) To write a report detailing the findings.
O) To share a copy of all data with the Palvision and DCA
Roles and responsibilities of Palvision
P) To review all baseline survey tools and methodology
Q) To support the consultant in administering the focus group discussions.
R) To provide any other logistical support to the consultant as required (consultants will be expected to cover the cost of transportation within the cost of the consultancy fee)
S) To review the report of the consultant and provide feedback
Roles and responsibilities of DCA
T) To review all baseline survey tools and methodology
U) To ensure that the report meets the required quality standards
V) To provide feedback on the report and to approve.
5. DATA COLLECTION AND ANALYSIS
The baseline survey methodology should employ a range of data collection methodologies (e.g. focus groups, questionnaires, key informant interviews). All data collection tools must be shared with Palvision and DCA for approval before use.
The range of data collection techniques should include a mix of the following:
Desk research (review of government policies, NGO reports, socio economic data from each region etc)
Quantitative tools including survey questionnaires
Qualitative tools including Individual / one-on-one interviews and focus group discussions
Interviews with key stakeholders (government officials, CBOs, traditional leaders, direct beneficiaries etc)

DELIVERABLES
Timeframe
The timeframe allocated to the baseline survey process and finalizing of the report is a maximum of 22 working days. The baseline survey process should be in the period between May 1 and June 10, 2016.
Deliverables
1) A draft report should be submitted to Palvision and DCA electronically in Microsoft Word format. The report must follow the 1-3-15 format of DCA. Annexes should include: work schedule of survey team; list of target beneficiaries and key informants interviewed; examples of tools (e.g. questionnaires, focus group discussion questions); case studies; relevant background information.
2) Both of Palvision and DCA will provide the consultant with comments and feedback within 10 days after receiving the draft report.
3) Debriefing session for DCA staff, Palvision staff and the EU Desk Officer should be conducted before the submission of the final report.
4) The final report will be submitted to both the Palvision and DCA by May 30. The report will not be considered final until approved by DCA.
5) All reports and communications will be in English.
Composition/Expected Profile of the Consultancy Team
The survey will be conducted by an external consultant/s. The Active Citizenship Program Officer will closely work with and provide support to the consultant/s. Palvision’s project staff will closely support the process, and facilitate the work of the consultant.
The consultant is expected to fulfill the following requirements:
Required qualifications
- Preferably a Master’s degree in social science or other related academic field, familiarity with statistical methods.
- Proven track record in undertaking baseline survey using both quantitative and qualitative methods and the cross cutting issues such as Rights Based Approach and Gender.
- Proven experience from NGO and CBO based development assistance in Palestine
Preferred qualifications
- Proven evaluation skills such as indicator development, sampling, participatory evaluation methodology, appreciative enquiry methods, focus group interviews, etc.
- Proven team leader and report writing skills
- Knowledge of HAP standards and experience in the participatory approach.

This call for proposals is a local call. DCA is not responsible for applying or providing the consultant with permit to Jerusalem. The contracting authority is not paying for hotel, flights or other travel expenses.

Consultant will be paid:
50% of the contract value upon signing the contract
50 % of the contract value upon submitting the draft report and conducting the debriefing session for the intended users and approval of the final report by the contracting authority and submitting the payment request by the consultant.
This contract is VAT exempt and the contractor is not allowed to charge the contracting authority for any VAT cost.

The evaluation of the applicants will be based on 60 % technical and 40 % financial scoring.
Any technical offer collecting less than 70 points will be considered not compatible with the technical criteria of the contract and thus be excluded.
