ACF is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for ACF in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.
GENERAL OBJECTIVES
The Protection Coordinator (PC) will work as part of the ACF oPt Mission to further mainstreaming protection across all ACF traditional thematic sectors of intervention (FSL, WASH, Nutrition) with a Community Based Protection Approach. The PC will have a special focus, but not limited to an ECHO funded program, which aims to protect vulnerable communities from forcible transfer in the West Bank; but will also oversee how best to mainstream protection in Gaza projects based on humanitarian principles, IHL and IHRL.
SPECIFIC OBJECTIVES
Objective 1: To develop an action plan to mainstream protection with a community based approach across all ACF oPt traditional thematic sectors of intervention (FSL, WASH, Nutrition) and establish relevant collaborations for its implementation
· Contribute to ACF oPt program strategy through providing input of evidence-based knowledge and protection trend analysis to guide protection mainstreaming across programs.
· Support the identification of protection threats and help prioritization, taking into consideration ACF thematic sectors of expertise
Objective 2: To ensure appropriate implementation and monitoring of current ACF programs with a community based protection approach
· Support the Head of Bases in the implementation and monitoring of key programs that aim to prevent and respond to forcible transfer and to ensure a protective environment to communities and vulnerable households in both West Bank and Gaza.
· Help to systematize best practices in Protection and Community-Based Protection Approaches, together with key strategic ACF partners, this might include developing community profiling and protection response plans
Objective 3: To liaise with key stakeholders and ensure appropriate ACF representation according to its mandate on different fora and external meetings
· Represent ACF in external meetings with Donors, UN Agencies, and local and international NGOs, as requested by the Country Director.
· Ensure regular presence and appropriate inputs according to ACF mandate in different clusters and working groups in oPt, including among others: Protection Cluster, AIDA and other related UN working groups and/or task forces.
CANDIDATE PROFILE
· University degree or higher education relevant to law, social sciences or any other related field
· Demonstrated understanding of relevant areas of international law, in particular of international humanitarian law, excellent analytical skills and the capability to work in a precise, structured and detailed manner.
· Must have strong drafting and verbal communications skills; research and analytical skills; ability to manage competing deadlines and priorities.
· Minimum 3 to 5 years’ relevant professional experience in protection mainstreaming;
· Good knowledge of the oPt context. Previous working experience on oPt desirable.
· Demonstrated experience working in humanitarian and/or development aid
· Experience of complex humanitarian and protection contexts
· Proven experience of influencing skills to achieve policy change
· Proven track record of achieving international media coverage, both traditional and new media
· English compulsory, Hebrew/Arabic desirable
· Windows domain
· International mobility with ability to travel to West bank and Gaza and stay overnight
REMUNERATIVE PACKAGE
We offer immediate incorporation to a dynamic international network with the following remuneration package:
· Duration until 14 April 2017
· Base: Jerusalem
· Salary: from 1700€ to 2200€ gross per month according to candidate’s previous experience (according to standard list of ACF- Spain).
· ACF- Spain remuneration system allows a salary progression based on the annual development appraisal.
· Up to 20% additional remuneration depending on the position’s context and responsibilities (according the grading scale set by ACF-E)
· House and maintenance covered by the organization (including per diem): package estimated according to the destination.
· Travel costs to and from the mission.
· 25 working days of paid leave per year.
· Break: additional rest period, including travel cost to a reference area and economic help of 215€.
· Health, repatriation, travel and life insurance covered by the organization.
· Extra per month and per child (Under 18 years old): from 100€ to 225€ monthly (according to standard list of ACF-Spain).
