General Description of the Programme

GOAL has been working in Syria since 2012, responding to the acute needs of conflict affected communities. GOAL is working in northern Syria delivering food, non-food, WASH, livelihoods and emergency programming with a strong focus on market based approaches. GOAL met the needs of more than 700,000 conflict affected Syrians in 2014 and has an estimated 2015 budget of more than $100 million.

In 2014 GOAL first began working in Turkey, responding to the needs of refugees displaced from Kobane. Subsequently, GOAL has worked to create a developing multi-donor programme with a particular focus on health care programming, but also incorporating livelihoods and emergency support components.

General Description of the Role:

The Finance Manager Turkey is responsible for overseeing all GOAL Turkey finance activities, including the month-end processes and partners. Under the supervision of the FC-Syria, improve work processes to ensure compliance with donor and other regulatory requirements

Essential Responsibilities:

Month-end Reporting:

• Complete the preparation of the month-end accounts for GOAL Turkey
• Conduct a month-end accounts review process with FC-Syria and CD Turkey
• Respond to month-end accounts queries from HQ Dublin in a timely manner
• Work with the FC-Syria to ensure compliance with local finance reporting requirements

Cash Management:

• Prepare monthly funds requests for review by the FC- Syria so that Treasury needs for GOAL Turkey are met.
• Liaise with HQ Dublin on payments and float requests that need to be authorised/paid by them on behalf of GOAL Turkey

Donor Budgeting & Reporting:

• Ensure timely preparation of donor reporting for review by GOAL HQ prior to submission to donors
• Coordinate the GOAL Turkey team during Budget preparation for donor concept notes, proposals and amendments
• Produce monthly Budget monitoring tracking and liaise with GOAL Turkey team to ensure forecasting is complete, and support management on budgeting decisions relating to the BMTs.
• Preparation of documentation to facilitate donor, internal and external audits.

Partner Finance Budgeting, Reporting & Monitoring:

• Provide support to partners for new project budget submissions as needed
• Participate in regular meetings with partners re. project preparation, commencement and implementation and close-out
• Provide training and capacity building on any finance and internal compliance areas raised in Organisational capacity assessments or field visits.
• Conduct finance capacity assessments based on GOAL Partnership manual requirements.
• Conduct compliance checks of partner finance documentation to ensure compliance with Donor rules and regulations

Other duties:

• Liaise with HR on review of payroll for GOAL Turkey staff
• Provide support to Syria FC when required
• Provide coaching and capacity building to staff members as appropriate
• Any other task assigned by the CD- Turkey

Qualifications Required:

• Qualified accountant with 5+ years’ experience or 10+ working years’ experience in Finance
• Fluent (spoken and written) in Turkish and in English, Arabic is an advantage.
• Experience in working in a team including several years at management level.
• Excellent computer skills including proficiency in Microsoft Excel, and work, knowledge of SAGE accounting or similar package desirable
• Excellent administration skills and a strong attention to detail.
• Proven experience of meaningful engagement at management level including analytical thinking
• Ability to communicate and work well with staff at all levels of the organisation.
• Calm, analytical with great diplomatic and communication skills.
• An organised, a self-starter and an enthusiastic team player.
• Proven ability to work to deadlines.
• An understanding of NGO and/or multinational organisations is desirable
• Track record of capacity building internally and external to the organisation is advantageous.
