CARE International in Turkey is pleased to announce an opening for the position of Monitoring, Evaluation, Accountability & Learning Assistant.
I - Job Summary:
CARE in Turkey, in association with partner organizations, is providing humanitarian aid to alleviate the crisis in Syria. Due to access and security issues, CARE is working with partners to deliver aid in northern Syria. CARE is implementing multiple grants through partnerships, and is committed to expanding the partnership base for future programming, as well as initiating direct implementation.
The main purpose of this role is to provide strong coordination of the CARE Turkey MEAL system, enhancing the quality and accountability of our work and the work of our Partners.
This role will be directly managed by the cross border MEAL Coordinator to ensure the data needed to track progress against commitments is flowing from partners to CARE, is being correctly stored and reviewed to increase data quality and inform project adjustment where necessary, and is available in a timely manner to provide decision makers with the information they need to make evidence based decisions. He/she will assist the running of the MEAL system including the following activities; data collection, data entry, database review, management and analysis; coordination with partners, assisting with tool review and revision, and assisting with training, assessments and evaluations. The MEAL Assistant will also support planned activities for integrating a high level of partner and beneficiary accountability across the programme. He/she will support the MEAL Coordinator in the improvement of a centralised data management system and the implementation of information and communications technology for digitized data collection. He/She will generally support the MEAL team and programme teams to ensure learning and accountability systems are working effectively across the programme.
II - Roles and responsibilities

MEAL system running and maintenance
- Support the implementation of the MEAL System from the Gaziantep Office.
- Assist coordination of monthly data submissions from all partners.
- Contribute to programme updates for the response management and internal information sharing, including SitReps, 3Ws, communications information.
Assist with development and standardization of the tools, checklists and monitoring forms, sector-specific log frames, monitoring and evaluation frameworks and plans.
Assist programme assessments in terms of tool development, data collection, entry, analysis and dissemination of findings.
Assist the production of MEAL led reports making key information accessible to stakeholders for programme review and design.
Assist MEAL Coordinator on workstreams to develop/refine quality and accountability elements.

Project related M&E
- Assist MEAL Coordinator to develop all required MEAL tools per grant, including but not limited to baseline surveys, M&E frameworks, assessment tools, data collection tools etc.).
- As instructed, work closely with Monitoring & Information officers to ensure quality data, analysis and reporting.
- Maintain verification standard operating procedures for partners to ensure appropriate verification of distribution projects.
- Assist in training of partners.

Accountability & Learning
- Support MEAL Coordinator to set up feedback mechanisms for beneficiaries.
- Support management of accountability related data.
- Review the feedback and complaint database receive from the partners on a monthly places and produce monthly feedback reports with support from MEAL CO.
By facilitating information sharing with key stakeholders, including beneficiaries, ensure that CARE promotes transparency throughout all stages of implementation.
Support evaluations & learning reviews where required.
Produce learning review reports and actions per project.
Compile synthesis of learning across projects and sectors.
Other:
- Any other task as required by line manager.
III - Qualification and skills
Essential
- 1 year minimum experience of data collection and analysis, software engineering, conducting surveys/assessments or other relevant experience.
- Strong experience in knowledge or database management.
- Strong skills in Ms Office, esp. Excel and Access; and other data management software
- Good communication and inter-personal skills.
Politically and culturally sensitive with qualities of patience, tact and diplomacy.
The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
Desired
- Previous experience working in humanitarian programmes
- Arabic and English (written and spoken) highly advantageous.
- Mapping of project activities using online mapping tools such as good maps, google map, ARC GIS
- Familiar with Data Visualization Software.
- Knowledge of and experience using open source platforms such as Open Data Kit (ODK), Ona.io, KoBo Colllect, Zoho Reports.
- University education with a focus on IT skills and/or Statistics.
- Arabic and English (written and spoken) highly advantageous.
