General Description of the Programme

GOAL has been working in Syria since 2012, responding to the acute needs of conflict affected communities. GOAL is working in northern Syria delivering food, non-food, WASH, livelihoods and emergency programming with a strong focus on market based approaches. GOAL met the needs of more than 700,000 conflict affected Syrians in 2014 and has an estimated 2015 budget of more than $100 million.

In 2014 GOAL first began working in Turkey, responding to the needs of refugees displaced from Kobane. Subsequently, GOAL has worked to create a developing multi-donor programme with a particular focus on health care programming, but also incorporating livelihoods and emergency support components.

General Description of the Role:

The Outreach Coordinator will manage the outreach teams which will visit households and present GOAL’s programme to potential beneficiaries. They will give assistance/direction in completing the necessary registration forms, review and assess the household’s needs and recommend appropriate resources and services based on this information.

Essential Responsibilities:

· Plan, coordinate, monitor and manage the outreach teams

· Assist with the design and implementation of surveys

· Participation in relevant INGO WG/Coordination meetings, including appropriate communication and reporting of activities to other stakeholders to prevent overlap

· Develop the capacity of outreach team members through training and coaching

· Develop the Standard Operating Procedures (SOPs) needed for outreach teams

· Administration , including official correspondence with other stakeholders

· Staying well-informed of rights of migrants under Turkish law, as well as the community ad government services available.

· Responsible for managing the field security of the outreach teams

Qualifications Required:

· University Education, highly preferred. In lieu of university degree, a combination of relevant experience and education can be considered

· Minimum 2 years of general working experience required, relevant experience working for a non-governmental agency (NGO) is strongly desirable.

· Fluency in spoken and written English is required, Arabic or Turkish required. Fluency or working knowledge in the third language (Arabic or Turkish) strongly preferred.

· Excellent communication skills- ability to present the programme in a clear and concise manner to beneficiaries and to build a strong rapport with households

· Experience in managing a team

· Willingness to work outside normal working hours and at weekends and to travel to the neighbouring provinces,

· Must be well-versed in essential Microsoft Office tools
