GOAL has been working in Syria since 2012, responding to the acute needs of conflict affected communities. GOAL is working directly in Idlib Governate, and Latakia, Aleppo and Hama in conjunction with its partners, delivering food, non-food, WASH, shelter and Livelihoods services to highly vulnerable affected populations.
General Description of the Role
The NFI & Shelter Coordinator will be responsible for the overall coordination and management of all NFI and shelter projects for GOAL in northern Syria. The post holder will take lead in continuing the design of GOAL’s NFI and Shelter programme framework and maintaining relevant programme strategy. He/she will represent GOAL in relevant meetings and fora, and will provide technical input to concept notes and proposals, working closely with the Assistant Country Director Programmes (ACDP), other Technical Coordinators, the Financial Controller and other team members. He/she will also be responsible for the overall management of program staff, program budget and donor reporting as this relates to GOAL NFI and shelter programme activities.
The post holder will be responsible for the supervision of NFI and Shelter activities in GOAL and partner areas of operation in Northern Syria. This will include staff management and capacity development, partner liaison, close coordination with GOAL Finance, Logistics and other support departments, monitoring, internal and donor reporting and inter-agency coordination. The NFI and Shelter Coordinator will provide technical input and support to all construction activities, ensuring appropriate systems are in place to monitor implementation and quality of shelter and NFI activities and to evaluate the impact and appropriateness of same.
Key Duties:
- Line management, coaching and training of GOAL NFI and shelter programme team;
- Technical and project management support to GOAL Syria NFI and Shelter staff – including programme quality - ensuring that all work is completed within the specified timeframe, in accordance with donor and GOAL requirements and within the budget allocated;
- Ensure detailed implementation plans are in place for all NFI and shelter programme activities, closely monitored and delivered in accordance with grant objectives and donor requirements;
- Budget management of NFI and Shelter grants, including preparation of accurate budget forecasts and spend plans;
- Under the supervision of the ACDP, work closely with other Technical Coordinators and support team members to ensure that all NFI and shelter activities are aligned with GOAL Syria’s overall strategy, and designed and implemented as part of an integrated response to identified needs;
- Contribute to the compilation of donor proposals and reports and to ensuring accurate, timely and quality internal and donor reporting on all NFI and Shelter activities;
- Ensure appropriate resource allocation as required for the successful implementation of programme objectives;
- Representation of GOAL in relevant working group and other meetings involving national, international agencies and donors;
- Liaise with other organisations engaged in similar activities in Syria, including relevant government authorities, national and international NGOs;
- Work with the M&E Coordinator to ensure appropriate monitoring and evaluation systems are in place for all NFI and Shelter activities, and that results from ongoing monitoring activities are regularly reviewed and used to inform and improve ongoing project implementation. This will include developing and testing monitoring and evaluation mechanisms for remote management and unstable environments;
- Support and mentor GOAL and partner staff working on NFI and Shelter, identifying capacity gaps related to programming and activities required to develop technical implementation capacity;
- Carry out any other reasonable duties as requested.
Requirements (Person Specification):
- Master’s degree in Development, Civil Engineering, Humanitarian Assistance or other relevant area.
- At least four years’ experience in a complex humanitarian environment and including emergency response programming. Work experience in Syria and / or the region a distinct advantage.
- Strong demonstrable skills in project planning, implementation, monitoring and evaluation, including the use of planning tools such as log-frames.
- Excellent project management skills, ideally in emergency response programmes.
- Demonstrable budget management skills, including budget development.
- Experience with cash and voucher programming.
- Proven staff management and capacity building skills.
- Excellent analytical and writing skills.
- Excellent interpersonal, motivational and management skills.
- Proven time management skills and with ability to prioritise and work effectively in a pressurised environment.
- Good knowledge of shelter and NFI-related technical guidelines and standards, including SPHERE.
- Good skills in using Microsoft Office software, and other commonly used software.
- Fluency in written and spoken English. Knowledge of Arabic (spoken and written) a distinct advantage.
- Proficiency on Microsoft Word, Outlook and Excel, including management of Excel databases.
