The Digital Learning Platform Project Manager reports to Deputy Director of UNRWA
Affairs and receives technical guidance from the Deputy Director of Education and the Senior
Education Programme Specialist.
Responsibilities
- Is responsible for the overall effective and efficient management of the project in terms of
planning, implementation, monitoring, and coordination including, leading the Project
Management Team (PMT) consisting of key managers responsible for the various verticals of
the project and ensure effective and timeline decisions making for the implementation of the
project, presenting the latest project updates and key points for decision making to the Project
Governance Team. Participate and support the organization of the Project Governance Team
Meetings.
- Leads and monitors the implementation of Digital Learning Platform (DLP) project
including implementation of activities in line with the project results framework and ensuring
that the key project deliverables, outputs, and outcomes are achieved efficiently; mentoring
the key Managers that responsible for implementation of various strands of the project
(education, technology, communications, partnerships etc.); and in coordination with Project
Management and Governance teams Identifying key project challenges to implementation and
addressing them through effective decision making.
- Administers the project overall budget and controlling the financial resources of the project
in coordination with finance department; liaises regularly with the donors on project related
issues as and when required, which may include providing ad hoc updates and responding to
queries etc.
- Develops and maintain working relationships with the internal/external project stakeholders
and organizes consultative meetings with them to present and implement project activities;
ensuring adequate coordination and consultation with key stakeholders, as well as Leads any
other internal and external coordination and consultations to learn from global experiences in
digital transformation on education as required.
- Ensures consistency between the various project activities and other activities funded by the
Agency or implemented by the host country.
- Supervises key project positions including the management and oversight of consultants, to
ensure smooth implementation of the project. Ensures clear roles and responsibilities are
assigned in accordance with the project structures and to achieve maximum efficiency. May
provide strategic and technical advice for the project based on prior experience in working on
education projects related to use of technology and in areas of conflict.
- Coordinates and prepares progress reports that will show ongoing progress and results on
agreed upon targets and expenditures over time.
- Maintains project information, capturing project lessons learnt and cross-fertilization with
other projects/activities implemented by the Agency in support to its modernization/digital
transformation efforts.

Education
- An advanced university degree (Master's or equivalent) from an accredited educational
institution in social sciences, education, or a related domain.
Job Specific Qualifications
- A certification in project management from a recognized institution or professional
programme (e.g. PMP, PRINCE2, IPMA, etc.) is desirable.
Work Experience
- At least 8 years of progressively responsible and relevant professional experience in project
management related to education projects, with a technology or educational technology focus
at national and international levels, is required.
- Unless already serving as an international staff member in the UN Common System, a
candidate for an international post must have at least 2 continuous years of international
relevant experience outside UNRWA, and outside the country(s) of which the candidate is a
national or holds citizenship, a passport, or a national identity number, is required.
- Experience working on e-learning/education technology projects in schools, is required.
- Experience in project execution (based on a results framework), reporting and budgeting, is
required.
- Familiarity with relevant organizations of the UN system working on education, is desirable.
- Knowledge and understanding of the Palestine refugee situation and the political context of
the Middle East, is desirable.
- Experience of working on education-technology projects in conflict areas, is desirable.
- Experience of working on a digital curriculum involving digital pedagogies, is desirable.
Languages
- Excellent command of written and spoken English is required.
- Working knowledge or fluency in Arabic, is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be
followed by competency-based interview.
Special Notice
Type of Contract and duration: Fixed term for 1 year, with the possibility of further extension,
subject to the availability of funds, satisfactory performance and continuing need.
Duty station is Jerusalem, working for West Bank Field Office.
