Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Context:
The Temporary Settlements Support (TSS) Sector is the Turkiye specific version of the Global Camp Coordination and Camp Management (CCCM) Cluster. The United Nations has activated it’s Sector system in response to the Earthquakes, with the TSS Sector being led by IOM within the humanitarian Inter-Sector Coordination Group (ISCG).
The TSS Sector’s main objective is to represent displaced people in camps and other collective displacement settings, including out-of-camp and informal settings, and ensure fair and dignified access to assistance, information, and protection for as long as necessary. In Turkiye, AFAD are the lead Government entity in charge of the overall emergency response and recovery effort, including the management of formal displacement sites and coordination of response across all temporary settlements. Recognizing that AFAD are the lead in managing the formal settlements, the TSS Sector complements AFAD efforts across the hubs, through a set of key activities implemented by partners relating to service mapping and referrals, access to information and community engagement, as well as targeted care and maintenance activities, particularly focusing in informal settlements.
Under the overall supervision of the Emergency Coordinator, and the direct supervision of the Program Coordinator (TSS), the Operations Officer (Temporary Settlement Support (TSS)) will be responsible for coordinating, supervising and ensuring the implementation of IOM Temporary Settlement Support (TSS) operations in the four sub-offices of Hatay, Kahramanmaras, Adiyaman and Malatya as well as in other affected areas.
Core Functions / Responsibilities:
- Supervise, coordinate and provide guidance to the team in the day-to-day TSS operations in the target temporary settlements to address urgent needs through coordinated or direct provision of humanitarian assistance.
- Assist in improving and implement TSS service monitoring processes in IOM TSS areas of operations – both static and mobile locations (where applicable and needed) to ensure equitable and timely provision of assistance by regularly deploying the Mobile Teams in the sites.
- Serve as a TSS focal point for reporting, monitoring and evaluation of the unit’s active projects, to facilitate regular reporting requirements, and check that project implementation/reporting is in line with donor expectations in close coordination with Programme Support Unit.
- In close coordination with the IM Officer and the technical staff involved in the projects, update TSS teams on the required inputs and deadlines, and receive, compile and review reports from the field for quality, accuracy of figures and progress of activities according to the logical framework.
- Schedule regular field monitoring and evaluate the efficiency of project implementation as well as the impact of the project to the target beneficiaries, bringing challenges to the prompt attention of the Programme Coordinator for review and possible reprogramming.
- Provide technical inputs to support project development, gathering detailed information on target beneficiaries’ age and sex disaggregation, vulnerable population, and profiles of the target locations for proper targeting and appropriate provision of assistance.
- Contribute to the development of training packages, and participate in TSS/CampCoordination and Camp Management training efforts geared towards building capacity of IOM teams and partners to help enhance the TSS interventions.
- Schedule, coordinate and support TSS mobile operations, in accordance with the approved work plan, ensuring that the community engagement components of the response are in place.
- Conduct regular field visits and Travel on authorized duties (TDYs) to implement and monitor TSS activities.
- Review for clarity, consistency and completeness, and provide inputs for the preparation of donor and internal reports.
- Facilitate donor visits in close coordination with the TSS Mobile Teams and relevant local authorities.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Social Science, Law, Development, Public Health or related field from an accredited academic institution with two years of relevant professional experience; or
- University degree in the above fields with four years of relevant professional experience.
Experience
- Operational and field experience in refugee, displacement and migration-related issues, including technical cooperation activities, project support and project/programme implementation and evaluation;
- Work experience in liaising with governmental authorities, other national/international institutions and NGOs, as well as experience in the region, is an asset;
- Experience in Camp Management and/or Protection;
- Experience in community engagement and AAP;
- Experience in Monitoring & Eevaluation and report writing;
- Demonstrated experience in consolidating information from multiple sources.
Skills
- Good knowledge of UN, IOM and NGO mandates and programmes in the humanitarian responses, IDPs, post conflict construction and development;
- Familiarity with financial management and good level of computer literacy, including information management;
- In-depth knowledge of the displacement profile of the country;
- Strong analytical skills, including data collection from various sources and in-depth analysis;
- Strong project proposal writing skills;
- Knowledge of the activated coordination systems in Turkiye;
- In-depth knowledge of relevant protection frameworks and protection mainstreaming;
- Strong editing and drafting skills;
- Strong presentation and computer skills.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Turkish and Arabic is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
