General Description of the Organization:

Orange is a non-governmental civil society organization devoted to alleviating the suffering and improving the sustainability mechanisms of conflict affected population.

Orange partners directly with affected Syrian populations delivering humanitarian and development programmes, Livelihood, Education, and Protection, to enable them to improve their living practices and their sustainability mechanisms.

Orange also collaborates with national and international non-governmental organizations, local initiatives responding to the humanitarian Syrian crisis with capacity development programmes, to be better equipped with the skills they need to prepare and respond to affected population’s needs and to ensure that these communities where we work in are ready for any future disasters.

Position Purpose:

Under the direct supervision of MEAL Coordinator, the IMRO is responsible for the administration and maintenance of information management system, and also participate in producing MEAL and IM reports that would be the base of evidence-based decisions.

Key Responsibilities:

  • Collate data, analyse identify and address IM gaps, and facilitate information sharing between MEAL and programs.
  • Coordinate Syria-based and Turkey-based information to ensure consistency and coherence, including assisting MEAL Team in tracking, identifying, collecting and providing relevant data and indicators.
  • Assist the MEAL Team in adhering to donor’s reporting requirements and act as focal point for reporting tasks.
  • Work closely with field MEAL Team to ensure consistency and inter-operability between registration data and other operational data sets, and consistency between registration and information management strategies, as well as reporting.
  • Identify new information and data requirements to support operations, and support in gathering and sharing information and data.
  • Assist in the implementation of standardized information management policies, data systems and information products, including the common operational datasets and fundamental operational datasets.
  • Provide Information Management and technical support to needs assessments for all sectors. Also, support MEAL Team in making methodological decisions about conducting needs assessments.
  • Provide Information Management and Reporting services to support MEAL activities.
  • Leverage Geographic Information Systems (GIS) for map production and geographic data management while promoting data standards and harmonized management of geographic data/information.
  • Support other tasks as required by the MEAL Coordinator.

Qualifications and Requirements:

  • University degree in Computer Sciences, Information Technology, Statistics, or related technical field. Additional certifications in C# and SQL Server would be preferred.
  • Minimum of 2 years work experience in database design or database administration, data management and data analysis, and/or information management.
  • Demonstrated experience in MEAL field is highly preferred.
  • Demonstrated understanding of different data collection methodologies.
  • Fluent in English and Arabic. Turkish is desirable.
  • Significant experience in data analysis and producing reports.
  • Ability to develop databases, modify database structure, generate customized reports.
  • Experience with SQL and VBA.
  • Ability to design the structure of databases and develop appropriate interfaces.
  • Experience with relevant software such as ArcGIS, Mapinfo, Power BI, SPSS, SQL Server, etc.
  • Experience in writing and maintaining database design documentation and operating manuals.
  • Maturity and professional ability to handle sensitive information and ability to respect the confidentiality.
  • Excellent time management skills and resourcefulness with strong attention to detail.
  • Must be capable of working both individually and as part of a team.
  • Ability to work effectively in a fast-paced, stressful environment.
  • Excellent written and oral presentation skills.
