Scope of Work:
The Medical Projects Officer with significant humanitarian program start-up and management experience to achieve the QRC’s health Programmes under Health Programmes Coordinator supervision. The individual must have previous experience working in volatile environments that feature ongoing inconstancy and/or open conflict. The Medical Projects Officer will conduct needs assessments, design health interventions, hire and supervise field health staff, develop technical trainings, and assist with representation.
Key Responsibilities and Duties:
Strategic:
- Ensure timely accurate and appropriate reporting of program activities and results to the QRCS Syria/Turkey donors and other stakeholders.
- Contribute to proposal design, writing and editing and project management and reporting.
- Prepare and submit activity plans and reports to the Programmes Health Coordinator on agreed schedules.
- Coordination with relevant stakeholders, including governmental authorities, meetings, and district level authorities.
- To engage coordinate and contribute with UN, NGOs, and other relative stakeholders to ensure health projects implantation and adherence to the global humanitarian standards of the United Nations organization, and WHO during executive of the projects.
- Update and follow up the monthly tracker files of the health project’s technical and non-technical indicators.
- Participate in the review of technical and programmatic portions of health department documents.
- Keep a database of the number of beneficiaries per activity in each location, and archiving projects documents.
- Attendance and participation the cluster and TWG meetings.
- Commitment of QRCS principles and mentality and confirming team members Commitment of QRCS principles and mentality.
Operational:
- Providing of the training and work on improvement the daily team performance.
- Supervising preparing all required technical specifications of directly and indirectly requested equipment and materials.
- Monitoring project activities implementation with coordination with field QRCS team.
- Verifying the targeted beneficiaries and beneficiaries’ selection criteria mechanism.
- Coordinating with logistic team for commenting materials delivering as planned.
- Coordinating with Media team.
- Providing initiative suggestions supporting project development.
- Showing positive spirit with beneficiaries.
- Preparing periodical reports of health projects.
- Ensuring work plans for the emergency programme, in line with the strategy plan.
- Ensuring appropriate technical assistance is provided to projects as well as to national contributions to support the development of best practices for humanitarian response.
- Monitor actual expenditures according budget forecasts and phasing and keep track of budget variances.
People (Staff Management):
- Set the key performance indicator for all the Field Health team on a yearly basis.
- Set the training needs for the Field Health team in coordination with HR department.
Education and Experience:
- BSc. Degree in health sciences, equalized certifications in the same sectors are accepted.
- At least 4 years of experience in projects health management, preferably in a humanitarian or international organization.
- Practical experience in the field of disaster relief Health Projects.
- High-level computer skills on MS Office programs, especially Excel.
- Languages:
- Arabic: Advance Level
- English: Advance level
- Turkish: is a plus.

- Excellent communication and interpersonal skills, with the ability to work effectively with a diverse team of staff and partners.
- Ability to work under pressure, prioritize tasks, and meet deadlines.
- Ability to work simultaneously on multiple tasks.
