Humanitarian Field Officer

In line with the general objectives of the project and within his/ her area of coverage, the Humanitarian Field Officer is responsible for the completion of the following tasks:

  • Engage with humanitarian responders, the affected population, and key informants who deal with the response and coordination, including local administrative authorities, local NGOs, relief offices, community leaders, local media sources, people in need, communities, and any other stakeholders deemed appropriate, to gather support humanitarian coordination efforts to ensure people’s needs are being met in a timely manner.
  • Gather and share with the project management team information on humanitarian needs, responses, gaps, and issues from the perspective of the affected population.
  • Monitor and share with the project management team information on issues that impact the humanitarian context, especially on humanitarian access.
  • During acute emergency phases and when requested, ensure – in complementarity and coordination with other humanitarian initiatives – timely and relevant information flow between relevant stakeholders inside Syria and Turkey on needs, access, and response plans, including by visiting key sites and acting as the focal point for engaging with local authorities and humanitarian organizations.
  • Guided by requests from the project management team, conduct site visits, and gather and provide information to support monitoring of organization programs. On request, conduct site visits to other project sites. Use designated monitoring and reporting tools appropriate to the context. Support other monitoring efforts as needed and appropriate.
  • Support the two-way information flow between humanitarian responders and other relevant stakeholders in the field on people’s needs, response plans needs assessments, and efforts to address humanitarian access constraints.
  • Seek opportunities to engage with the affected population to gather their views, inputs, and feedback. Provide this information to the Project management team. All activities and interactions of the HFO in their role should be in line with AAP standards. Their activities support AAP by linking people in need with the Turkey-based clusters, coordination mechanisms, and humanitarian leadership by facilitating direct discussions through Skype calls or other means.
  • Support awareness raising of local communities and affected populations of the humanitarian response to ensure their participation in the design of the response and the existing feedback/complaint mechanisms in complementarity and coordination with other initiatives (such as the PSEA network).
  • Engage with the local communities and the affected population and share information about what they may expect from the response. Note and report any specific needs as identified by the population, in particular for people with noted vulnerabilities, e.g. physically disabled; grandparent-headed households, etc. Provide feedback on these activities and identify opportunities and trends.
  • Under the guidance of the project management team, support capacity-building activities of humanitarian organizations and workers inside Syria on topics under the Accountability Framework (humanitarian standards, risk management, AAP, etc.). QUALIFICATIONS AND EXPERIENCE:

  • Bachelor's degree.
  • Excellent oral and written English skills are required.
  • 5 years of experience in humanitarian projects.
  • Demonstrated understanding of the Coordination Architecture in the Cluster Approach.
  • Experience in Cluster coordination.
  • Demonstrated flexibility and creativity in planning and problem-solving.
  • Ability to work effectively with a team in a sensitive environment.
  • Knowledge of Sphere standards and other training in humanitarian response is preferred.
  • Adequate negotiation and conviction skills
  • Excellent Presentation Skills.
