(National Post) – Gaziantep

Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern has been working in Türkiye since August 2013 and currently looking for a qualified MEAL Manager (National Position) based in Gaziantep.

This is a 1 year role in Gaziantep, Türkiye with occasional travel to other cities within Türkiye with a net salary range between $2031- $2113 per month. The salary range provided in this job posting does not constitute any legally binding obligation or undertaking by Concern Türkiye, and final salary amount will be decided mutually by Concern and the employee, which may be lower or higher than the abovementioned salary band.

Job Purpose:

The MEAL Manager will ensure programme quality and accountability through the efficient planning and implementation of MEAL activities. The jobholder will be responsible for the coordination of the collection of monitoring and evaluation with frequent visits to project sites and provinces where Concern’s partners operate.

Responsibilities:

  • To lead M&E and CRM within Concern MEAL Unit in close coordination with programme units.
  • To lead and coordinate regular monitoring activities implemented by Concern M&E teams and Concern partners, building a strong, efficient and cohesive team, and ensuring the quality of the information collected by the M&E team is high through verification and validation.
  • To support the coordination and implementation of Concern’s monitoring and accountability plans and monitoring tools to improve programme quality and best practice of Concern’s Türkiye programmes.
  • To conduct regular field visits to monitor the quality and progress of Concern’s projects
  • To provide capacity building trainings and support to Concern and partners MEAL teams.
  • To analyse, discuss and produce high quality reports in a timely manner on M&E findings and recommendations in Türkiye, and to track the implementation and relevance of recommendations over time.
  • Ensure that all programmatic indicators are being measured systematically, and further quality monitoring is conducted in cooperation with programme teams.
  • To assist in the development of methodologies and implementation of evaluation exercises across all programmes
  • To promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E).
  • To ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed.
  • To work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities
  • To ensure lessons learned workshops organized for all grants, relevant learnings are documented and widely shared within the organization.
  • Provide technical support on M&E and evidence-based recommendations to the relevant Programme Managers as appropriate
  • Ensure that implementation of field activities adheres to Concern’s accountability, programme participant protection policy, M&E and other standards
  • To liaise with PALU team in Concern HQ in terms of updates on PQG and make sure the country MEAL team is well connected with them.
  • To work as part of a team, providing any other support required by the MEAL department
  • To ensure that the MEAL unit supports communication and media efforts and increase beneficiary accountability by supporting visibility activities on Concern Türkiye social media accounts.

Minimum skills and experience:

  • Bachelor degree;
  • 3 years relevant experience in the humanitarian and/or MEAL sector, with at least 1 years team management experience.
  • English language skills, including high quality report writing in English.

We would also like;

  • Good understanding of Turkish Personal Data Protection Law, and EU General Data Protection Regulation (GDPR)
  • Fluent in Arabic and/or Turkish;
  • Ability to use Power BI and Zoho reports;
  • Strong data analysis and visualization skills and producing contents;
  • Experience in designing and using digital data collection tools such as KoBo Toolbox.
  • Strong conceptual and practical understanding of the role and purpose of M&E and accountability for international humanitarian organisations, and an ability to implement M&E activities in line with this vision;
  • Familiarity with Results-Based Management (RBM) methodologies.
  • Knowledge of humanitarian standards such as the Sphere standards.
  • Strong written and verbal communications skills required, with a demonstrated ability to produce high quality reports in a timely manner;
  • Strong capacity for M&E analysis and research, including data analysis and statistical methods;
  • Good organizational skills, time management skills, team management experience, and an ability to prioritize multiple and demanding tasks;
  • Adaptable, self-motivated, willing to learn and take on extra duties as required;
