International Humanitarian Relief (IHR) is a non-governmental, non-profit, non-political organization was founded and registered in June 2011, in Vienna, Austria and registered in January 2016 in Istanbul, Turkey.
With fast escalation of the events in Syria, and due to the increasing needs of the refugees in the neighbouring countries, IHR established a regional office in Lebanon, Executive offices in Turkey and 4 Field offices in Northwest and Northeast Syria to closely map the needs, implement and fund-raise for the people in need, regardless of the nationality or the place of residence (between Lebanon, Syria, Austria and Turkey).

Job Summary:
We are seeking a dedicated and experienced WASH Technical Expert to join our team in Syria. Your primary focus will be on building the capacity of our program through the development of Standard Operating Procedures (SoPs), technical guidelines, and innovative solutions. You will lead efforts to address water-related challenges in Northwest Syria, with a particular emphasis on climate change adaptation, water waste management projects, and the prevention of waterborne diseases.
Job Responsibilities:
Standard Operating Procedures (SoPs) and Technical Guidelines:
- Develop comprehensive and context-specific Standard Operating Procedures (SoPs) for our WASH program in Northwest Syria.
- Create technical guidelines that encompass best practices, industry standards, and innovative approaches to address water-related challenges effectively.
- Ensure that SoPs and technical guidelines are practical, adaptable, and in line with the needs of the target communities.
Ensure that SoPs cover the following topics and subjects:
- Study and design of WASH projects
- WASH in camps
- WASH off camps.
- Water supplies in NWS
- Wastewater Systems in NWS
- Water Treatment Plants
- Wastewater treatment plants - Wastewater management and innovative treatment methods
- Water quality insurance
- Construction, rehabilitation, and Engineering work - Quality assurance of services, items, and works.
- Quality assurance of the operation of projects, stations, plants, etc.
- Hygiene promotion and awareness, best practices, and methods of implementation
- Implementation of renewable energy in WASH projects, best practices, methods of operation, and monitoring
- Monitoring and evaluation of WASH projects
- WASH team management - Roles and responsibilities
- Solid waste management
- Quality assurance of reporting
- Risk management of WASH projects
- Analysis of WASH gaps, needs, best practices, and prices to conduct WASH need assessments.
- Best WASH Forms and templates to be used.
Innovative Solutions:
- Foster a culture of innovation within the WASH program by identifying and promoting creative solutions to overcome water-related issues in the region.
- Collaborate with the team to explore new technologies, methodologies, and approaches for sustainable water management and hygiene promotion.
- Conduct feasibility studies and pilot innovative projects to assess their effectiveness and potential for scalability.
Focus on Solutions and Studies:
- Lead efforts to assess and understand the water situation in Northwest Syria comprehensively.
- Analyse existing challenges and prioritize solutions that align with the local context and resources.
- Initiate studies and research to identify emerging trends, potential risks, and opportunities related to water resources and WASH in the region.
Climate Change Adaptation Technical Solutions:
- Develop and implement climate change adaptation strategies to mitigate the impact of changing weather patterns on water resources and WASH facilities.
- Integrate climate-resilient approaches into the program's design, considering the long-term sustainability of water sources and infrastructure.
Water Waste Management Projects:
- Implement and supervise water waste management projects that address the safe disposal of wastewater and solid waste to prevent environmental pollution and public health hazards.
- Collaborate with local stakeholders and communities to raise awareness and promote sustainable waste management practices.
Waterborne Diseases Prevention:
- Develop and implement comprehensive strategies to prevent waterborne diseases through improved water quality, sanitation, and hygiene practices.
- Coordinate with healthcare authorities and community leaders to raise awareness about the importance of clean water and hygiene.
Training and Technical Support:
- Provide training and technical support to the technical team to enhance their knowledge and skills in water supply, sanitation, and hygiene promotion.
- Collaborate with the team to develop training materials, manuals, and guidelines.
- Conduct training sessions and workshops to build the capacity of the technical team.
Technical Advice:
- Provide technical advice on the selection and implementation of appropriate technologies and approaches for water supply, sanitation, and hygiene promotion.
- Assess the feasibility, sustainability, and cost-effectiveness of different options and recommend the most suitable solutions.
- Stay updated on the latest trends, innovations, and best practices in the WASH sector and incorporate them into project planning and implementation.
Qualifications:
- Bachelor's degree in civil engineering, environmental engineering, public health, or a related field. A Master's degree is preferred.
- Minimum of 10 years of experience in WASH-related projects, preferably in humanitarian or development contexts.
- Strong knowledge of water supply, sanitation, and hygiene promotion principles, practices, and standards.
- Experience in conducting assessments, formulating strategies, and setting objectives for WASH projects.
- Proven ability to provide training and technical support to enhance the capacity of technical teams.
- Familiarity with different WASH technologies approaches, and their applicability in various contexts.
- Excellent analytical, problem-solving, and decision-making skills.
- Strong communication and interpersonal skills to effectively collaborate with team members, partners, and stakeholders.
- Ability to work independently and under pressure in a challenging and dynamic environment.
- Fluency in English (written and spoken). Knowledge of Arabic is highly desirable.
