The purpose of this Terms of Reference (TOR) is to outline the key responsibilities, qualifications, and expectations for the Finance Officer position at LACU. The Finance Officer will play a critical role in managing financial operations, ensuring compliance with donor regulations, and supporting the organization's financial integrity.
Responsibilities:
The Finance Officer will be responsible for the following tasks:
- Maintain accurate and up-to-date financial records, including budgets, expenditures, income, and other financial transactions.
- Prepare financial reports, statements, and projections for internal and donor reporting, ensuring accuracy and compliance with established guidelines.
- Monitor project budgets and expenditures to ensure proper allocation and utilization of funds and provide regular updates to project managers.
- Process and review payment requests, ensuring proper authorization, documentation, and adherence to organizational policies and procedures.
- Assist in the preparation of project budgets, financial forecasts, and funding proposals, and provide financial inputs for project planning.
- Ensure compliance with donor financial requirements and regulations and support the Finance Manager in conducting financial audits as needed.
- Collaborate with the procurement team to ensure timely and accurate documentation of procurement processes and adherence to financial procedures.
- Provide support to project teams in tracking and managing project expenses, including reviewing expense reports and supporting documentation.
Qualifications:
- Bachelor's degree in finance, accounting, or a related field.
- 3 years of experience in financial management, accounting, or finance-related roles, preferably with an NGO, international organization, or similar setting.
- Strong understanding of financial principles, accounting standards, and donor regulations.
- Proficiency in financial software and Microsoft Excel; experience with accounting software is highly desirable.
- Attention to detail and accuracy in financial recordkeeping and reporting.
- Excellent organizational and time management skills, with the ability to meet deadlines and work in a fast-paced environment.
- Excellent communication skills, both written and verbal, in English and Arabic.
Reporting:
The Finance Officer will report directly to the Finance Manager and will work closely with project teams, procurement staff, and other relevant departments.
Duration and Location:
This is a Full-Time position based in Turkey. The initial contract will be for 12 months, with the possibility of extension based on performance and funding availability.
