General Description of the Organization:

Orange is a non-governmental civil society organization devoted to alleviating the suffering and improving the sustainability mechanisms of the conflict-affected population. Since its establishment, Orange partners directly with affected Syrian populations delivering programmes spanning sectors, including humanitarian and development programmes, in the Early Recovery, Food Security, Agriculture, Livelihoods, Education, and Protection, in addition to long term impact interventions focusing on the economic empowerment and the local value chains improvements to enable targeted communities to improve their living practices and their sustainable mechanisms.

Orange collaborates with variety of national and international non-governmental organizations, as well as local initiatives to adopt community-based approach that leads to improve the response’s impact to the humanitarian crisis and provides sustainable and alternative solutions.

Job Purpose:

Under the direct supervision of MEAL, IM and Research Manager and Coordinator, the Senior MEAL Officer is responsible for the MEAL action plans, in accordance with Orange’s operational framework, and making sure it is disseminated, understood and implemented by the Team. The Senior MEAL Officer will provide a methodological support on technical aspects linked to MEAL and cross-cutting issues such as: design of M&E plan, quantitative and qualitative data collection and analysis, measure of indicators, complaint response mechanism, context analysis, internal and external evaluations, etc.

Duties, objectives and competencies:

  • Build on existing practices and maintain a coherent MEAL System (approaches, procedures, structures) across all sectors.
  • Support the development of new projects by providing required secondary data on the context and thematic areas, learning from previous projects, and primary data from needs assessments/research.
  • Ensure all approved projects have the following by the start of the project: Logframe, M&E Plan with defined indicators, M&E Calendar, Indicator Tracking Table (ITT), Detailed implementation plan (DIP), field level data collection tools, mobile data collection tools, and databases for collection, consolidation and reporting.
  • Ensure all projects have baselines for outcome level indicators.
  • Ensure ITTs are updated with accurate data on a monthly basis and key findings are shared at the program review meetings.
  • Ensure direct implementation is monitored on a regular basis for quality standards, and humanitarian principles through schedule visits, data quality audits, spot check/verification visits against reports, and reports reviews (as per agreed schedule with donors).
  • Ensure an end-line measurement of the outcome level indicators is conducted to understand the change in programs that Orange contributed to.
  • Ensure key findings from the measurement processes (end-lines and evaluations) are shared on time as advised by the line manager.
  • Ensure all MEAL data, reports, and records are clearly organized archived in a central location for future reference.
  • Ensure Orange, and Core Humanitarian principles are upheld in all aspects of the MEAL functions.
  • Ensure management of day-to-day MEAL tasks are completed with appropriate resources, proper planning and to the highest standard required.
  • Support the line manager in developing/adapting contextually appropriate accountability tools and systems to enable staff to better include communities in program planning, implementation and monitoring.
  • Ensure information sharing, consultation, participation, complaints and response of affected people is being conducted by Orange’s Accountability Officer.
  • Ensure all MEAL Teams supervised by this position are guided, mentored and their capacities built in order to deliver high quality deliverables.
  • Hire, supervise, and build the capacity of the MEAL Team in relevant technical and management competencies.
  • Train and lead MEAL staff to conduct regular Data Quality Audits of projects where and when needed.
  • Support other tasks as required by the line manager.

Requirements:

  • University degree in Computer Sciences, Information Technology, Statistics, or related technical field. Other specializations may be accepted based on previous experience and records.
  • Minimum of 3-4 years work experience in MEAL field.
  • Fluent in English and Arabic. Turkish is desirable.
  • Significant experience in data analysis and producing reports.
  • Thorough knowledge in quantitative and qualitative data collection methods, and analysis is essential, Especially the use of MS Excel, SPSS and Power BI.
  • Proven experience in leading research (mix methodologies) from designing to report writing.
  • Thorough knowledge in writing technical M&E reports is essential.
  • Thorough knowledge on Sphere, Core humanitarian standards, child rights, IASC and evaluation criteria are essential.
  • Proven experience in maintaining a fully functional M&E system and/or leading field team at a senior position.
  • Experience in writing and maintaining database design documentation and operational manuals.
  • Maturity and professional ability to handle sensitive information and ability to respect confidentiality.
