Position: Deputy Program Manager (National Position)

Relief International is a registered NGO in Turkey and is based in Gaziantep to build capacities of Syrian communities to respond their needs in health, water, sanitation and hygiene (WASH), and education. Relief International is currently seeking candidates to be employed as Deputy Program Manager in Gaziantep as soon as possible.
Position Summary:
The Deputy Program Manager will play a key role in supporting the development and implementation of RI’s country strategy as well as assistance to the Program Manager in the delivery of essential activities and services for its multi-sector Turkey-based projects. This will include support to the Program Manager in day-to-day operations of all Turkey-based activities. He/she will supervise two national staff, ensuring to provide guidance and support to their capacity development. RI is seeking an experienced professional who can contribute to a dynamic and strong programming.
Position Responsibilities and Duties:
Under the supervision of the Program manager, provide planning, programmatic and technical support to RI’s multi-sector Turkey-based projects. Ensure activities are in line with the approved project proposal and budget, communicating issues/problems in advance to the Program Manager and preparing course corrections where needed.
- Ensure quality of the program through compliance and adherence to RI, donor and national policies, procedures and guidelines, as well as internationally recognized standards.
- Coordinate and support the Program Manager with supervision and capacity development for staff including identifying capacity needs and offer input to the training program.
- Conduct regular follow up with the implementing partners to ensure the timely implementation of the projects, donor compliance and where needed provide capacity support to their organizational development.
- Play a key role in implementing an effective monitoring and evaluation framework for the program based on RI’s results framework.
- Prepare narrative reports as per donor requirements, data analysis as requested by Program Manager.
- Assist the Program Manager with scoping of potential new areas for engagement through analysis of secondary data, stakeholder analysis and field assessments.
- Contribute and support RI’s knowledge management efforts through collating lessons learned and best practices and disseminating to the team.
- Represent RI at cluster and coordination meeting, when requested the Program Manager.
- Perform other tasks and duties as requested by the Program Manager.
Qualifications & requirements:
- Master’s degree in a relevant field (preferred) or Bachelor’s degree;
- Three years of experience in project management preferably in emergency response/conflict settings;
- One year of supervisory experience in an NGO setting;
- Demonstrated knowledge and understanding of current issues and operating context in Turkey;
- Knowledge and familiarity with donor regulations (ECHO, OFDA, UN etc.) highly preferred;
- Fluency in English and Arabic is required; Turkish is a plus;
- Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently;
- Excellent time management skills and resourcefulness with strong attention to detail
- Excellent analytical and organizational skills. Ability to think critically and creatively;
- Excellent interpersonal skills, including patience and diplomacy;
- Must be capable of working both individually and as part of a team.
- Must be holder of Residence Permit or Temporary Protection card from Gaziantep
