Job Purpose:

The Accountability Officer, part of the Monitoring, Evaluation, Accountability and Learning (MEAL) team, supports the implementation of our comprehensive MEAL system. This role coordinates the accountability system under the guidance of the MEAL Coordinator. The officer assists in all accountability activities for all projects, with a focus on beneficiary engagement through information sharing, beneficiary involvement in monitoring and review, and feedback collection via focus group discussions, interviews, and feedback & complaints mechanisms. The officer will also support accountability activities within surveys, assessments, and evaluations, including child-friendly methodologies.

Key Activities/Tasks/Duties:

  • Support the MEAL coordinator in developing accountability SOPs and reviewing the Accountability Implementation Plan.
  • Assist MEAL Dept in establishing/improving accountability system including sufficient resources.
  • Design and set up a comprehensive program complaints and feedback mechanism (CFM) – including child-friendly versions that are sensitive to gender and diversity.
  • Support programming staff to ensure that projects are carried out with participation from all affected communities (including children) and that information is shared with affected communities.
  • Track and review Accountability Implementation Plan.
  • Collaborate closely with MEAL Staff to implement and maintain accountability activities and systems. Also work closely with other project staff involved in Child Protection, Protection and Psychosocial support interventions.
  • Follow up on received feedback via all channels and produce monthly feedback reports and dashboards for MEAL manager.
  • Support MEAL staff with accountability data collection processes for the MEAL plans and other accountability-focused activities.
  • Conduct accountability-related training and capacity development for staff.
  • Ensure that minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and CHS standards.
  • Understand and carry out duties in accordance with humanitarian principles, core values, Child Protection Policy, the Code of Conduct, SPHERE standards.
  • Support beneficiary accountability and participatory approaches throughout the program cycle.
  • Comply with confidentiality policy ensuring non-disclosure of any information related to practices and beneficiaries.

Additional Duties/Responsibilities:

  • Provide training on Accountability and the Complaint/feedback Mechanism to relevant staff.
  • Raise awareness of the complaint mechanisms among beneficiaries, target communities, as well as key external stakeholders.
  • Enhance community engagement through community participation, information sharing as well as contributing to establishing an effective system that can feed back into project design, implementation, monitoring, and evaluation.
  • Ensure proper response to complaints received, in compliance with relevant guiding principles and established procedures at Sened.
  • Ensure coordination of adequate referral pathways at area/field offices level are operational regularly updated to guarantee timely appropriate access to comprehensive assistance care for beneficiaries especially when dealing with high risk or extremely vulnerable cases.
  • Develop maintain a secure confidential complaint feedback database record considering safety of complainant for sensitive non-sensitive complaints.
  • Ensure all complaints feedback is captured properly adequately with relevant information provide timely confidential response feeding back to complainant.
  • Provide regular reports on complaints to relevant stakeholders according to Sened reporting standards contribute to information-sharing mechanisms improve transparency participation conduct regular field visits to Sened project locations monitor implementation visibility of AAP support MEAL department developing strategy AAP promotion internally externally ensuring transparent communication information sharing Sened actions build on supporting department donor reports ensure high-quality reports are submitted on time.
  • Participate in procurement / tender committees according to policies and procedures.
  • Abide by the Safeguarding Policies (child protection, anti-trafficking, PSEA etc.)

Note: the above-mentioned key tasks and duties are illustrative ones. other future responsibilities may be assigned to the job upon the request of the head of department according to the need.

Required Qualifications (Education/Languages/Work Experience):

Essential:

  • University degree in social sciences, business management, information technology or statistics.
  • Native in Arabic (or Turkish).
  • Effective communication skills in English (both oral and written).
  • At least 1 year of relevant work experience in M&E, or accountability in an NGO setting.
  • Knowledge of the humanitarian context in NW of Syria and Türkiye, and the challenges faced by Syrian refugees.
  • Experience working with donors such as: GIZ, Relief International, Concern Worldwide, Save the Children International, UNICEF, etc., and familiarity with their rules and regulations.
  • Experience in training and capacity building, especially in MEAL.
  • Strong analytical skills, attention to detail, problem-solving skills.
  • Elevated level of confidentiality integrity, professionalism, accountability.
  • Proficiency in Excel, Kobo Toolbox, Power BI.
  • Good command of Microsoft Office applications (Outlook, OneDrive, Teams, etc.) and other relevant software.
  • Strong reporting and communication skills.
