Turkey: Head of Programme

We are looking for a highly motivated individual to have overall responsibility for the project activities within DRC’s Turkey programme.

Who are we?
DRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan.
The overall objective for DRC in Turkey is the protection and promotion of durable solutions to displacement affected populations on the basis of humanitarian principles and human rights. The program focused on 3 main sectors: community services (community center and outreach activities), protection (risk education and catered assistance to protection cases), and distribution (NFIs and vouchers to new arrivals and most vulnerable). DRC Turkey currently works with one main national partner in Sanliurfa, and also carries out activities directly in Sanliurfa, Hatay and Kilis.

Duties

Strategy

•Provide strategic leadership and inputs for the projects in the area of responsibility, providing support for the current activities while keeping an eye into new areas of development using the PCM.
•Provide strategic inputs on programmatic decisions, both for DRC Turkey and DRC MENA region, as required.

Program Management, Quality, Development & Reporting
•Ensure timely and quality implementation of the programme’s objectives & activities, providing planning, coordination and follow up in part through monthly grant meetings and quarter review project meetings.
•Support and provide regular feedback to project managers, consultants and local partner staff in the implementation of their activities/tasks in part through regular meetings, field visits, etc
•Make sure guidelines, standard operation procedures and criteria are in place before launching of activities – in part through the organization of kick-start project meetings.
•Ensure involvement in program development and fundraising.
•Ensure reports to donors, needs’ assessments, feasibility studies and other program-related reports are completed on time, well written and presented.
•Ensure/facilitate the qualitative and quantitative monitoring & evaluation of the projects through team meetings, visits, regular reporting and any other monitoring tools.
Provide regular feedback to Country Director on program challenges and progress.

Staff & partner management & training
•Recruit, supervise, train, guide, support, monitor and evaluate the existing expat and national staff (including partner staff) in charge of the programme’s activities in accordance with DRC’s guidelines.
•Ensure that recruitment of any new staff is done in transparent and fair manner, according to DRC guidelines.
•Define staff & partner program training needs, and take the lead in ensuring those needs are met.

Financial, Logistical and Admin Management
•Follow up and monitor DRC and partner project budgets, and review DRC and partner financial documents.
•Ensure compliance with DRC’s Operational Handbook.
•Lead budget development from programme side.

Security
•Assess and report on a timely basis to the Country Director on the security context (and risks) in Turkey as well as monitoring the following of security measures by all DRC staff, consultants and volunteers.
•Provide inputs and comments on the security plans developed.

Coordination & Representation
•Coordinate DRC programme activities with donors, UN agencies, national partners and other existing NGOs to minimize duplication, quality implementation and ensure complementarity.
•Represent DRC Turkey, as and when requested by Country Director.
Fulfill any other duties and tasks as requested by the Country Director.

About you
To be successful in this role you must have:
•A Bachelor’s degree in development studies, economics, international humanitarian law, humanitarian or human rights studies, sociology, psychology, protection or a related field
•At least 8 years of relevant professional humanitarian experience with an international humanitarian aid organization, in complex emergencies, with exposure to targeted assistance, cash, protection and community services programming.
•At least 5 years in a managerial role (strong managerial skills required), with several years in a programme management role.
•Extensive practical experience working with all steps of the project cycle management (needs assessments, proposal writing and development, implementation, monitoring, reporting and evaluating).
•Substantial experience working and coordinating with international NGOs, UN agencies, line ministries and/or local authorities in refugee settings.
•Solid experience managing an office, and managing/capacity building both national and expatriate and partner staff.
•Excellent English language skills, both written and spoken.
•Excellent interpersonal skills and demonstrated ability to establish effective and team and external relations.
•Expatriate experience in a minimum of 2 different contexts.
•Familiarity with EU-ECHO, DFID, UNHCR and US donor guidelines.
Ideally you will also have:
•A Master’s degree in one of the above fields
•Post graduate management qualifications
•Working knowledge of Arabic and/or Turkish is a strong advantage.
•Previous DRC experience is a strong advantage.
•Previous work experience in direct assistance (cash, voucher, in-kind), livelihoods, protection and community services is a plus.

We offer
An interesting job in one of the best NGO’s in the world. DRC will offer the successful applicant a contract for one year, renewable dependent on both funding and performance. You must be available to start work in August 2015 and be willing and able to work in Antakya (Hatay Province), Turkey, with extensive travel (at least 50%) required throughout the South/South-Eastern region of the country.

The position is non-family. DRC offers shared housing.
