Reporting to the Procurement Manager, the Procurement Officer, Syria is responsible for the efficient management and communication of procurement functions for Big Heart Foundation’s office in Sarmada. Supply Chain must be able to rapidly procure Program supplies, services and equipment, whilst ensuring best practices and maintaining audit-compliant records.
Responsibilities
• The implementation and maintenance of standard Big Heart procurement policies and procedures.
• Coordinate with Finance and Program departments to ensure integrated internal controls, timely payment of vendors and full, auditable support documentation.
• Routine communication, coordination and planning with the relevant requesting staff / programs regarding the order and delivery of supplies.
• Ensure that all supplies, services and equipment required are delivered in time, with the required delivery reports completed and signed in a timely manner.
• Coordinate the receipt of quotations, tenders and samples of materials from suppliers ahead of purchase.
• Establish and maintain ethical, professional working relationships with suppliers.
• Ensure the regular and timely updating of the Big Heart Procurement Tracking System
• Maintain supplier information for regularly purchased items, and be informed of current local market conditions.
• Support and provide the appropriate trainings for procurement and program staff as required.
• Advise the Supply Chain Coordinator of procurement-specific issues or improvements.
Expected Deliverables:
• Ensure the regular and timely updating of the Big Heart Procurement Tracking System
• Generate and / or maintain a Big Heart Pre-qualified Vendor database.
• Generate and / or maintain comprehensive price list for goods, services and equipment purchased by Big Heart
• Submit monthly list of commitments to Supply Chain Coordinator and Finance
Job Requirements:
• Knowledge of generic procurement procedures and practices (NGO experience advantageous but not required).
• One year work experience in procurement.
• Holder of a valid driving license
• Good mathematical skills.
• Competent use of PC especially spreadsheets.
• Strong sense of personal integrity.
• Strong attention to detail.
• Languages: English and Turkish essential, Arabic desirable
