Recruitment for human rights capacity development programme in Turkey
RWI is seeking a Programme Officer to fill a full time position with the Institute’s Programme Human Rights Capacity Development in Turkey, which is an institutional capacity development programme for the justice sector and academic sector that is implemented in support of government reform efforts with financial support from Swedish Development Cooperation. The position is based in Istanbul. The Programme Officer’s primary responsibilities are to ensure that human rights capacity development programmes of the Raoul Wallenberg Institute are planned, implemented and followed up on so as to achieve expected results enhancing the impact and quality of the programmes.
In RWI’s Turkey programme a consolidated effort is currently taking place in relation to gender equality work and gender integration as well as in relation to the implementation of adequate results based management systems and tools. For this reason RWI in Turkey is recruiting a programme officer who can spearhead these processes, in cooperation with the other staff members.
Initially, the contract will have duration from 1 July until 31 December 2016, but it will be renewable depending on funding. The assignment is expected to continue until 31 December 2017, with possible extension.
Essential Duties and Responsibilities:
Plan and implement activities as outlined in approved work plans, including: developing terms of reference and agreements, developing agendas and materials; securing resource persons and other necessary inputs for activities; making necessary logistical arrangements (travel, accommodation, etc.); and coordinating completion of activity deliverables.
Together with programme partners and other programme staff, facilitate the integration of gender equality considerations into the programme work.
Together with programme partners and other programme staff, manage the process of addressing established needs in relation to results based management.
Facilitate capacity development of programme partners and support other programme staff in relation to gender equality promotion and integration of gender equality considerations.
Develop and monitor programme budgets, insuring that budgetary resources are efficiently utilised to achieve expected results.
Regularly assess and monitor programme developments and results.
Stay informed of relevant developments for the successful carrying out of duties and responsibilities, with particular focus on gender equality promotion.
Initiate and maintain regular contact with partners, relevant authorities, organisations, donors, etc.
Prepare narrative reports to analyse the results of activities/programmes carried out.
Develop work plans.
Develop working methodologies and tools for the improvement of programmes.
Conduct relevant research that informs and enhances the quality of programmes.
Periodic travel to programme activity sites to successfully implement the duties above.
Qualifications:
Strong documented experience of programme management, human rights work, and development cooperation work
Strong knowledge of international human rights standards and mechanisms, including relevant university degree with preferably specialisation in gender studies or related field
Extensive experience from gender equality work and gender integration in the development cooperation context
Knowledge of means and methods of international development cooperation work, with particular experience in results based management and monitoring and evaluation tools
Analytical skills
Fluency in English and Turkish with excellent writing skills in both languages
Proven skills to work in teams
Experience from building capacity of others (teaching or similar)
Effective communication and interpersonal skills
Ability to work under pressure and complete tasks within given timeframes.
Ability to take initiatives and prioritise work tasks
Supportive of a learning organisation with a strong willingness to share knowledge
Flexible, proactive and solution-oriented mindset with a desire to continuously improve work performance
A high sense of responsibility and commitment as well as strong attention to detail
