Essential Job Duties/Scope of Work:

PROGRAM BACKGROUND
International Medical Corps initiated programing in southern Turkey in response to refugee influx. The Turkey Emergency Response Team facilitates humanitarian activities for Syrians affected by conflict.
As the Syrian conflict continues the need for humanitarian assistance rises on daily basis and International Medical Corps is one of the NGOs responding to this crisis in Southern Turkey. While providing health services remains the core programing of International Medical Corps, it implements other programs related to the wellbeing of the conflict affected Syrians. Provision of NFI is part of IMC current program that serves thousands of Syrians.
JOB SUMMARY
The Non-food items & Livelihoods Program Coordinator (PC) contributes an important role in International Medical Corps in Southern Turkey. The livelihood programs focus on emergency and early recovery projects. The PC will ensure high level of integration of NFI and Livelihoods with other IMC activities. The PC will be responsible for the management, planning, implementation and monitoring of voucher based programming, support to small scale businesses.

ESSENTIAL DUTIES AND RESPONSABILITIES:
Non – Food Items
• In close collaboration with the National NFI Manager, oversee the NFI program ensuring procurement, storage and distribution plan are in line with the overall program objectives and timeframe.
• Lead assessments and design of voucher based programs for provisioning NFI various contexts where IMC operates.
• Provide training and technical guidance to staff under your supervision on the effective implementation of programs, including market assessment and context analysis for voucher based interventions.
• Support the NFI team to develop effective monitoring tool in ensuring that interventions are relevant and appropriate and that quality standards are maintained across the project cycle through regular coordination meetings with local authorities and other agencies providing similar activities.
• Ensure lessons learnt in monitoring and evaluations are captured, capitalized and incorporated into IMC’s programs through systematic supervision, reporting and documentation including exchange of feedback on project impact for replication and scaling up
• Oversee project assets and budget management/tracking (by sub-sector) and enhance the reporting system to meet the donors’ requirements.
Livelihoods
• Lead assessments of livelihoods projects, particularly assessments of the existing small scale business opportunities in the area of operation, propose and develop creative ideas that can contribute to increase the income of the target community and increased goods availability at local markets.
• Coordinate with small scale businesses, local authorities and other agencies to explore feasibility of livelihood projects and linking to local markets. .
• Actively participate in need assessment missions/multi agency assessments, project evaluation with other stakeholders in the area
Other
• Write and submit weekly program reports on all NFI activities, including periodical success stories related to NFI programing.
• Develop concept notes and project proposals for NFI and new business oriented livelihood projects to scale up and diversify IMC’s programs.
• Represent IMC and actively participate in NFI, Cash/Voucher working groups, early recovery coordination meetings
• Undertake any other duties as may be assigned by your direct supervisor
Qualifications:
• BSc in Economics, business management or other relevant field with minimum of 5 years of field experience or Master’s Degree with three years field experience in early recovery following natural disaster or slow on set emergencies. Experience in conducting assessment, program design and evaluation and technical training and support.
• An up-to date understanding of livelihoods, entrepreneur ship, emergency response, early recovery and experience in voucher programming.
• Familiarity with design and programming processes of different donors
• Proficient analytical skills that demonstrate an understanding of the current concepts, priorities, and issues in program monitoring, data collection and evaluation.
• Skills in technical proposal writing, designing and implementing business oriented livelihood programs
• Ability to exhibit tact, diplomacy, and resourcefulness in dealing with officials from donor agencies, international organizations, and other foreign and domestic government officials and partners.
• Must have excellent English written and oral communication skills and the ability to work collaboratively with other departments within International Medical Corps, donors, non-governmental organizations, and the private sector.
• Ability to work under tight schedule, in challenging environment
• Experience is the Middle East and knowledge of Arabic language is a plus
