MISSION CONTEXT
The continuing unrest and instability in Syria is increasingly impacting the internal situation of Turkey, host of the largest Syrian refugee population with over 2.5 million registered as of 31/12/2015 (UNHCR), of which 62% reside in the South-East bordering provinces (Hatay, Kilis, Gaziantep, Sanliurfa). While registration under the government protection system is a pre-requisite for refugees to access free-of-charge essential services, it is estimated that unregistered Syrians could increase the refugee population by up to 20%. 90% of refugees live outside of government-run camps, complicating their identification and consequently their access to humanitarian aid. Indeed access barriers persist for refugees, mainly related to language, availability of information and trust in overloaded public services (health and education mainly). Another impediment is that, notwithstanding the considerable involvement from the Government of Turkey, services are not always provided for free, while income generation opportunities for refugees are limited thus jeopardizing their financial capacity to access markets of essential goods and services.
While considerable relief efforts are deployed by Government of Turkey and its humanitarian partners (UN and NGOs) to support refugees with a wide range of services, HI needs assessments conducted from October 2015 to January 2016 identified critical gaps to be addressed in terms of access to livelihoods opportunities and services, notably as far as rehabilitation services and psychosocial support are concerned, for people affected psychologically and/or physically by the crisis and their household.
JOB DESCRIPTION :
MISSION DESCRIPTION
HI is already active in Turkey in the framework of a Syria crisis response in Turkey and in Syria. HI plans to strengthen its operations in Turkey at short and medium term. The intervention will contribute to mitigate the impact of the Syrian crisis on the most vulnerable people in the 2 provinces of Hatay and Gaziantep, with a possible extension to Istanbul if HI ongoing assessments in the city reveal the need for intervention. The most important needs identified related to health and protection will be addressed through three axes: inclusion, center-based global rehabilitation (including physical and functional rehabilitation and mental health and psychosocial support-MHPSS) as well as community based MHPSS, while working with local partners.
HI will base its intervention on center and outreach community based approaches. Through a comprehensive approach, the most affected people will benefit from specialized tailored to their needs from physical and functional rehabilitation to psychosocial support. HI will mitigate the barriers faced by the refugees in their access to these urgent services by tackling lack of services, lack of information, isolation, financial issues, discrimination, mobility issues etc.
To achieve this goal, HI follows a twin-track approach in inclusive programming, encompassing:
1 – Persons-centered approaches: Interventions aiming at empowering individuals, families or groups in their own capacities therefore not only enabling them to access essential services in emergency settings but as well increasing their capacities to take care of their own self and of one another and to participate in their community.
2 – Environment-based approaches – Inclusion Mainstreaming: Interventions aiming at supporting humanitarian actors and affected communities to address barriers to accessing humanitarian aid faced by the most vulnerable persons.
HI is continuing its assessments to identify potential gaps in terms of basic needs in the intervention areas, mainly focusing on winterization sector. HI will also deepen its knowledge in Western area of Turkey, with Istanbul as a priority target.
MAIN RESPONSABILITIES OF THE EXPATRIATE
Base: Gaziantep (March-April) – Istanbul for coordination (May)

-RESPONSABILITY 1: Lead the AMEL unit: set up the unit in accordance with organization and donors standards and regulations
-RESPONSABILITY 2: Ensure AM&E management products
-RESPONSABILITY 3: Guarantee that Learning and Institutional Knowledge Building is disseminated within HI network & externally
-RESPONSABILITY 4: Human resources: managing the AMEL team and technical support
-RESPONSABILITY 5: Representation / coordination: represent HI and promote AMEL unit
PROFILE REQUIRED
- University degree in information management or related field.
- A minimum of 5 years of progressively responsible experience in the field of information management, M&E, assessment system for a humanitarian agency
- Extensive experience of implementing information management & M&E systems for end users, and the technical knowledge in the development of such systems
- Knowledge and expertise in GIS a plus
- Strong analytical skills and ability to handle complex issues.
- Well organized and ability to plan work accordingly.
- Fluency in English
- Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the organization.
- Prior experience in Middle East would be an asset.
