This is a request for Curricula / expression of interest for the position of Monitoring and Evaluation Officer. The envisaged length of service for this position is six (6) months with possibility of extension.

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Background:

For over four years the conflict inside Syria remains unresolved and the heavy fighting between the government and opposition forces has continued throughout the country causing both destruction and division and resulting in major humanitarian needs as well as massive displacement of the population. The number of people in need of assistance has grown to over 10 million, including 6.4 million internally displaced persons. Additionally 3.9 million Syrian refugees are living in neighbouring countries, with over 1.7 million in Turkey. While over 260,000 Syrians are living in 25 camps across Turkey, the remaining 1.5 million (accounting for 85%) live outside of camps in urban and rural areas throughout the country.

IOM supports the implementation of the whole-of-Syria approach in the framework of the UN Security Council 2165/2191, authorizing the UN/IOM to initiate cross-border operations from neighbouring countries. IOM Turkey works with CCCM and Shelter/NFI Clusters, international NGOs, and Syrian partners on identifying vulnerable displaced populations inside Syria, procuring required Non-food Items (NFIs), organizing transportation across the border, and distributing the items to Syrian people in need. In Turkey, in line with the Regional Refugee and Resilience Plan (3RP), IOM is providing multiservice assistance for Syrians including transportation, NFIs, support to food kitchens, voucher distributions, and support to community centres established by NGOs.

Context:

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Head of Sub-Office, the successful candidate will be responsible and accountable for the monitoring and evaluation of IOM’s refugee and cross-border programs.

Core Functions / Responsibilities:

  1. Develop tools for monitoring and evaluation of all cross-border and refugee projects in close coordination with the emergency response officers, including remote monitoring and evaluation of the existing options of third party/peer monitoring for cross-border monitoring.
  2. Monitor and review activities of IOM cross-border and Turkey refugee projects, including those of implementing partners. Conduct field visits when required using appropriate M&E tools to oversee activities.
  3. In conjunction with emergency officers and field teams, support monthly, quarterly, and any other relevant reviews, participatory impact assessments, process, progress and project monitoring, real time evaluations, and lessons learned.
  4. Collaborate with IOM staff and implementing partner/s on the monitoring of projects. Provide feedback on performance management and evaluation of programme activities and on complying with regular reporting requirements.
  5. Contribute to regular reports to reflect the impact of the programme, to be shared with relevant stakeholders such as donors. Coordinate with the emergency team with regards to the utilization of the outputs of M&E findings in various information materials.
  6. Assist in identifying key performance questions, indicators, and parameters for monitoring the performance of the programme and of the implementing partner(s). Compare the achievements to the objectives and targets.
  7. Review and analyse monitoring reports produced by the implementing partners and identify the causes of potential bottlenecks in project implementation. Work with emergency officers to identify corrective measures where necessary.
  8. In coordination with emergency response officers, develop M&E trainings and other capacity-buildings tools for project staff and implementing partners.
  9. Contribute to support the Whole of Syria M&E and the remote management strategy as required.
  10. Undertake duty travel and field visits as required.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

· Master’s degree in Political or Social Science, International Relations, Humanitarian affairs or a related field from an accredited academic institution with two years of relevant professional experience; or

· University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in operations, emergency work, including support to displaced populations;
  • Knowledge of remote monitoring and evaluation framework and data analysis;
  • Good level of computer literacy, including database applications.

Languages

Fluency in English is required. Working knowledge of Arabic is an advantage
