ACF is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for ACF in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.
GENERAL OBJECTIVES:
Within the ACF logistics department, the log support will play a role in Gaza base, whereas the log support will act as a base log to ensure that all the requirements in terms of procurement, fleet, safety and security, inventory and equipment are fulfilled.
SPECIFIC OBJECTIVES
Objective 1: Organize, plan and implement the supply and procurement for the Gaza office and projects
· Follow-up on procurement planning in coordination with the Log Coordinator in the Capital.
· Coordination with the field technicians and the coordination office on procurement procedures
· Ensure meeting all deadlines for procurement within the base.
· Implement effective supply chain management of the base, ensure the technical specifications of any materials to be purchased while respecting ACF procurement procedures, deal with the suppliers and organize the delivery of purchased materials.
· Organize, in collaboration with the administration department, payment of the suppliers through the use of expense forecasts and payment requests
· Execute, in coordination with the capital, all procurements that cannot be done locally.
· Develop and update the base supplier catalogue.
· Follow-up on contracts with service providers.
· Maintain a clear filing system for all procurements of Gaza base, according to ACFIN procedures.
Objective 2: Manage the equipment and assets of the Gaza Base
· Evaluate the needs of the base in term of equipment.
· Create a folder for each piece of equipment purchased, and include it in the base equipment list.
· Assure that all equipment in Gaza Base is clearly marked as per ACFIN procedures.
· Organize the maintenance of all equipment as required.
· Implement and maintain a regular physical inventory of Gaza office material.
Objective 3: Organize and manage the vehicle fleet of the Gaza base
· Evaluate the needs of the base in term of vehicles, and coordinate the request with the capital
· Supervise vehicle management within the Gaza base
· Check that taxi company vehicles are in good conditions and report any problems to the company.
· Make sure that all Gaza Base vehicles have the necessary tools and equipment as stated in the driving regulations of the mission.
· Make sure that all movement planning of is executed and respected.
· Assure that any ACF staff driving the Gaza Base vehicle respect the driving regulations of the mission.
Objective 4: Manage ACF security in the Gaza Strip
· Follow-up on security issues in the region, research and communicate all security information.
· Advice staff and Head of Base on any security issues.
· Report any security incidents happening to the Logistics Coordinator.
· Participate in the regular updates of the security guidelines.
· Make sure that the security rules stated in the security guidelines are respected by all the staff.
· Give regular security briefings to all new staff or visitors at the base.
Objective 5: Proposal writing and logistics needs assessment
· Participate in the writing of new proposals, in coordination with the technical staff of the base, to determine the logistical needs of the base
· Provide forecasts of equipment needs, vehicles, furniture, premises…
· Oversee the writing of procurement planning for each new proposal, in coordination with the technical department and the Logistics Coordinator.
· Provide input on the writing of the security part of all proposals.
Objective 6: Reporting
· A Monthly Report must be completed and sent to the logistics coordinator.
· Participate in the project reporting as regards logistics-related matters, in coordination with the logistics coordinator.
· Make regular reports to the Head of Base.
· Report regularly to the logistics coordinator on equipment, vehicle management and all logistics-related matters.
CANDIDATE PROFILE:
· Experience in logistics and procurement for at least 2 years
· Good IT and computer knowledge, Good knowledge of cars maintenance
· Good Interpersonal and communication skills
· Knowledge of the Middle East context desirable;
· English (compulsory working language, fluent spoken, read and written)
REMUNERATIVE PACKAGE
We offer immediate incorporation to a dynamic international network with the following remuneration package:
- Formal work contract: 3 monthswith probability of expansion.
- Base: Gaza
- Salary: from 1375€ to 1750€ gross per month according to candidate’s previous experience (according to standard list of ACF- Spain). ACF- Spain remuneration system allows a salary progression based on the annual development appraisal.

- Up to 20% additional remuneration depending on the position’s context and responsibilities (according the grading scale set by ACF-E)
- House and maintenance covered by the organization (including per diem): package estimated according to the destination.
- Travel costs to and from the mission.
- 25 working days of paid leave per year.
- Break: additional rest period, including travel cost to a reference area and economic help of 215€.
- Health, repatriation, travel and life insurance covered by the organization.
- Extra per month and per child (Under 18 years old): from 100€ to 225€ monthly (according to standard list of ACF-Spain).
