Title: Senior Compliance Finance Officer – Syrian Nationality

Reporting to: Deputy Finance Manager

Duration: 12 months, subject to funding approval

Location: Gaziantep, Turkey

Relief International is registered NGO in Turkey and is based in Gaziantep to build capacities of Syrian communities to respond their needs in health, water, sanitation and hygiene (WASH), and education. Relief International is currently seeking candidates to be employed as Finance Officer in Gaziantep as soon as possible.

Job Summary:

Under the direct supervision of the Deputy Finance Manager, the primary responsibility of the Senior Compliance Finance Officer is to ensure compliance with organization’s/donors policies and procedures, generally accepted accounting principles and capacity building and accountability of Implementing Partners

Job Description:

  • Oversight of compliance procedures and accountability:

    • Ensure proper internal compliance principles are followed
    • Ensure proposer donor regulations are followed
  • Support all activities related to Implementing Partners (IPs)

    • Conduct IP assessment by using OCA tools and report Finance related findings, recommendations and training plan for IP
    • Participate in creation of IP budgets
    • Overseeing and monitoring the implementation of the partner
    • Reporting on a regular basis on the progress of implementation, and assisting these components in establishing methods to improve efficiency and quality of services, and to reduce the vulnerability to fraud, abuse, and waste
    • Seeks to ensure that all appropriate employees and management of partner are knowledgeable of, and comply with, standards operating procedures of the donor.
    • Coordinating internal compliance review and monitoring activities, including periodic reviews of the partner.
  • Assist to Deputy Finance Manager and Finance Manager investigating and acting on matters related to compliance, including the flexibility to design and coordinate internal investigations (e.g., responding to reports of financial problems, or suspected violations) and any resulting corrective actions.

  • Assist in developing policies and programs that encourage to report suspected fraud and other improprieties without fear of retaliation

  • Participate in overall team capacity building

  • As this is an Emergency Response programme, at times there will be the requirement to work additional hours and perform other tasks not detailed in this job description

Qualifications & Requirements:

  1. Professional background: minimum 3 years of relevant experience
  2. Formal Education: Educated to Bachelor’s level in related field such as Accounting, Finance, Business Administration, or other educational background combined with relevant professional experience.

Essential skills:

  • Native Arabic speaker, fluent in English
  • Previous experience in an international NGO
  • Demonstrated knowledge of donor regulations (USGOV, EU/EC, UN agencies)
  • Proficiency in Microsoft Office package, especially Excel and Word
  • Strong communication, interpersonal and analytical skills
  • Ability to analyze problems and provide systematic solutions in line with established policies/procedures
