Title: Finance Officer – Syrian Nationality
Reporting to: Deputy Finance Manager
Duration: 12 months, subject to funding approval
Location: Gaziantep, Turkey

Relief International is registered NGO in Turkey and is based in Gaziantep to build capacities of Syrian communities to respond their needs in health, water, sanitation and hygiene (WASH), and education. Relief International is currently seeking candidates to be employed as Finance Officer in Gaziantep as soon as possible.
Job Summary:
Under the direct supervision of the Deputy Finance Manager, the primary responsibility of the Finance Officer is to ensure overall accurate pre revision process with a special focus on compliance with the Donors regulations.
Job Description:
Oversight of compliance procedures and accountability:
- Ensure proper compliance principles are followed
- Ensure project allocations are accurate
- Ensure that all financial procedures are in line with RI policies and financial manual
Closely cooperate with Program department on Payment procedures to Health Facilities
- Ensure meeting deadline for accruing payments
- Cooperate with Program department on payment data submission
- Follow up Finance Assistance to finalize review and verify Program data
- Review Backup documents and record advance in register and send reminder calendar to recipient to settle the advance within 7 working days of settlements
- Ensure payments and advance tracker is up-to-date.
Support all activities related to Implementing Partners
- Ensure that the partner’s budgets and expenditures are in line with their agreed upon budgets and strategic plans
- Provide feedback to the partner on their financial reports
- Provide support to and work closely with the partner to ensure a quality and timely submission of the periodic financial reports

- Identify / Improve the financial reporting capacity of the partner
- Keep track of requests for payments and disbursements made to partner
Assist DFM/FM in external audits of the project and partner
Support Program and Procurement staff by necessary information when needed. (Running new facility, new projects and new mobile clinics).
Process Payment and Cash advances and management of USD cash box according to RI finance manual
As this is an Emergency Response programme, at times there will be the requirement to work additional hours and perform other tasks not detailed in this job description Qualifications & Requirements:
Professional background: minimum 2 years of relevant experience
Formal Education: Educated to Bachelor’s level in related field such as Accounting, Finance, Business Administration, or other educational background combined with relevant professional experience.
Essential skills:Native Arabic speaker, fluent in English.
Proficiency in Microsoft Office package, especially Excel and Word
Strong communication, interpersonal and analytical skills Desired skills:
Previous experience in an international INGO supporting Health and WASH programs
Previous QuickBooks experience
Turkish speaker Personal qualities:
