Head of Monitoring and Evaluation (M&E) Unit

Under the overall supervision of the Head of Mission in Turkey, in collaboration with the QRCS staff and implementing partners, the Head of M&E Unit will assists QRCS in the development of M&E strategies, capacity building and implementation, including but not limited to the following tasks:

  1. Prepare a detailed M&E work programme (including outputs), ensuring that the M&E programme continues uninterrupted and the quality is further improved.

  2. Prepare a training programme for field staff in close collaboration with the technical supervision unit supported by M&E training manuals.

  3. Guide project teams on M&E reporting plans that evaluate progress of achieved outputs and outcomes for short-term emergency projects and long-term strategic projects.

  4. Coordinate the preparation and implementation of the baseline survey, including the sample determination and control group selection with related methodologies.

  5. Support the Third Party Monitoring (TPM) teams to perform pre and inter monitoring with post distribution/implementation assessment reports,

  6. Guide TPM to present findings to clients and donors,

  7. Coordinate the implementation of the seasonal assessments, summarizing the impact and achievements of the preceding growing season (for FSL projects), cross-cutting issues, lessons, recommendations and updated project indicators.

  8. Institutionalize the qualitative monitoring, in particular the development of beneficiary assessments and success stories at project level.

  9. Propose and implement an innovative monitoring and reporting mechanism, including photo monitoring and personal stories of the beneficiaries.

  10. Prepare an accountability framework and create approaches for accountability assessment.

  11. Review monitoring reports, analyze them for impact evaluation and identify the causes of potential bottlenecks in project implementation.

  12. Ensure that M&E activities are appropriate and take account of the evolution of the project and of stakeholders' needs and capacities.

  13. Conduct special M&E studies as needed.

  14. Perform any other duties as required by the Head of Programmes.

Technical Support to Programme Staff

  1. Preparing Capacity Building (CB) plan for the M&E work.

  2. Recommending suitable professional M&E training for all project staff, and providing training where possible with M&E training manuals.

  3. Organize (and provide) refresher, basic and advance trainings in M&E for QRC project staff implementing partners, local organizations and primary stakeholders.

  4. Ensure that staff and implementing partners are receiving adequate M&E support by the project managements to implement their M&E functions and that data collection and analysis is on schedule providing useful information to the end-users. In consultation with the users, make recommendations for adaptation, if needed.

Communication

  1. Assist the Programmes Department in developing and implementing a communications strategy that supports the media with printed communications, photography and success stories for publication.

  2. Guide TPM and M&E staff in regular sharing of M&E outputs and findings with project teams, implementing partners and primary stakeholders.

  3. Hold regular internal meetings to reflect on project activities and gather opinions on future developments for feedback to project management.

Linkage with MIS

Provide technical assistance to the IT/MIS unit in developing an appropriate and feasible M&E database system, which feeds into the project MIS.

Qualifications

  1. Degree in economics, management, development, social sciences or related disciplines.

  2. At least ten years project-based M&E and TPM experience.

  3. Experience in establishing or strengthening M&E capacity desirable.

  4. Proven capability in leading and conducting M&E within different sectoral contexts.

  5. Ability to introduce and negotiate change in a very traditional structure and come up with innovative appropriate solutions for the current Syrian conditions.

  6. Excellent communication skills, speaking and writing in English essential.

  7. Ability to work with different stakeholders to achieve a unified vision.

Duration and remuneration subject to negotiation and performance

Duty station: Gaziantep/Turkey
