CMI (Crisis Management Initiative) is an independent, non-governmental organisation that works to resolve conflicts and build sustainable peace across the globe. CMI contributes to conflict resolution through mediation, mediation support, dialogue and capacity-building processes. The organisation has offices in Finland and Belgium, as well as field offices in several regions of the world.
Since 2010 CMI and its local partner Masarat have supported national unity and formal reconciliation process in Palestine by enabling and encouraging informal dialogue among wide group of national actors. The overall objective of the project is to support national unity and the formal reconciliation process in Palestine. During the course of the project, the dialogue has been organised to build confidence and trust among various actors and has resulted in several recommendations on the ways to overcome the obstacles to national reconciliation. CMI and Masarat have included a wide group of Palestinian actors and as a result established a broad network of motivated actors to promote and support sustainable national unity in Palestine. The activities have included Palestinians from inside the Occupied Palestinian Territories and from Palestinian diaspora, with focus on women and youth actors included in all the categories.

Purpose and objectives
The mid-term evaluation of the project will:
- provide information, evidence and lessons learned of the past performance of the project
- analyse the relevance, effectiveness and impact of the project interventions and project’s results in
the context of the Palestinian reconciliation process and the stakeholder needs
- provide feedback from the stakeholders and recommendations related to the future focus of
CMI/Masarat work in Palestine
Terms and conditions
The evaluation process will start in late August 2015 and should be completed by the end of the year 2015. The evaluator should use the project material including project documents, reports and budgets and the recommendation of the dialogue as the basis of the work. In addition the evaluator should also conduct interviews with beneficiaries and other key stakeholders of the project. The evaluation process will include one field mission of 10 working days, during which the evaluator will travel to Occupied Palestinians territories and locations of Palestinian diaspora communities. CMI will cover the travel expenses. The total number of working days required is a minimum of 25 working days (including travel days). During the evaluation, the evaluator will produce inception report, presentation of the field findings and final report. CMI holds the right to decide on the use and publicity of the final report in coordination with the local partner.
Expertise required
The following expertise is required for the assignment:
- Sufficient understanding of the political and social dynamics in Palestine and in the Middle East
region more broadly and understanding of policy-oriented work.
- Significant professional experience (minimum ten years) in development, conflict, peacebuilding
and related fields. Familiarity with approaches to conflict prevention and peacebuilding.
- Experience with and knowledge of programmatic conceptualisation, planning, implementation,
management, monitoring and evaluation.
- Experience in evaluating interventions in the field of peacebuilding and conflict resolution.
- Demonstrated methodological expertise in handling complexity and change in such evaluations.
- Ability to work well in a team.
- Excellent communication skills both written and oral.
- Working knowledge of English and Arabic.
