Turkey: Non Food Items & Emergency Response Coordinator (Local Hire- Arabic Speaker)

Scope of Work:

Planning for NFI and Emergency response program within the vision and strategy of QRC, supervise the ongoing projects and follow up the related technical and financial issues.

Duties & Responsibilities:

  • Lead and develop NFI and Emergency Response programme.
  • Review and facilitate signing of program grant agreements, Contracts and MOUs pertaining to both donors/ partners
  • Prepare and design interim proposals following QRC templates and guidelines
  • Mange the projects of NFI & Emergency Response to ensure that they are in line with the planned goals.
  • Manage NFI & Emergency Response team both Turkey and Syria levels
  • Ensure appropriate coordination with all humanitarian partners through cluster coordination mechanisms, including maintaining and expanding contacts with key sector stakeholders, and convening regular meetings.
  • Guide and oversee the necessary need assessment, data collection and ground trouthing for the emergency relief operations inside Syria, this includes affected areas, communities and assets.
  • Very good Knowledge of Syrian conflict/geography and excellent tracking mechanism for sudden displacement
  • Participate in the evaluation for pre-qualification of the subcontractors, short listing, tenders, proposal and in preparing corresponding reports.
  • Negotiate with implementing partners, suppliers and subcontractors on the implementation of activities and deliverables according to the prerequisite conditions, guidelines and specifications.
  • Abide by QRC implementation guidelines to monitor and verify the progress of all type of projects including delivery of required goods and supplies by the implementing partners.
  • Monitor progress of contracts implementation to ensure that it abides by the stipulated standards, procedures and planned implementation schedules to expedite project implementation (Items: Project Schedule, Project Budget, Technical Procedure and Contract Management).
  • Review and check the monthly progress reports, including comparison between planned and actual progress in physical and financial terms and identification of delays and recommendations for remedial actions.
  • Assist and guide in the collection of required media material and M&E data.
  • Perform any other duties as requested by QRC Management.
  • Provide day-to-day active support and update on the activity progress.

NFI and Emergency Response Officer.

Authorities:

Approve the annual vacation for his team

Initial approval for the concept note send by partner/NGOs.

Education, Experience & Training

At least a B.Sc. academic qualification

Experience: 5 year experience in implementing NFI and emergency relief projects

Training Courses : PMP

Knowledge, Skills & Abilities Required

  • Familiarity with the Syrian conflictual context
  • Arabic native speaker and fluent in English (speaking and reporting).
  • Ability to lead a team.

  • Good communications skills (written & verbal).

  • Ability to work under pressure.

  • Ability to handle multi tasks at the same time.

  • Advanced Computer skills & MS office.

The work Nature: Office work.

Duty Station: Turkey- Gaziantep with possible trips to Syria.

  1. Internal Contacts: Head of Program Dept and Head of mission.

  2. External Contacts: Partners, Donors and humanitarian stakeholders for Syrian conflict.
