For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 40 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.
Médecins du Monde France (MdM-F) has been working in the Palestinian Territories since 1995. We are currently implementing emergency and development programs in Gaza and West Bank, in the sectors of Mental Health, Emergency Preparedness, Protection and Reproductive Health.
Established in Gaza since february 2002, MDM-F aims at mitigating the impact of the conflict on the health of the population of Gaza Strip. In Nablus and the Northern West Bank, MDM-F is working particularly in the mental health and psycho-social sectors to integrate mental health services in Primary Health Care Centers.
Advocacy in MDM is evidenced based, meaning that we rely on our field work to build our advocacy messages. This implies that our advocacy focuses on the impacts on health of the political, security and social situation in West bank and Gaza of the Israeli-Palestinian conflict. Our advocacy strategy mainly targets international stakeholders, both in Israel/Palestine and in France/Europe.
TASKS AND RESPONSIBILITIES:
Under the supervision of the general coordinator, you will co-designs / updates the adovacy stategy for the Palestine mission and implements the related advocacy actions. You will be the focal point for communication for the mission as well.
You will have functional links with the coordination team composed of field coordinators, admin/log coordinator, mental health coordinator.
More precisely, you will be in charge of :
- The development and implementation of the advocacy strategy
You will develop and consolidate the advocacy strategy for the mission in coordination with the genco, the desk officer and the country referent
In collaboration with local and international partners, you will propose an adequate advocacy action plan for the mission : lobby tour, press releases, contacts with parliamentarians, etc.
You will integrate our field partners in the elaboration and implementation of the advocacy strategy – on relevant aspects.
You will implement the advocacy strategy and action plan
You will monitor closely and analyse the political environment, the latest developments in the field and the agenda and statements of the targets, and react to events or adapt the advocacy strategy accordingly.
- The sensitization / involvement of the teams
You will sensitize the teams about advocacy and about the advocacy strategy
You will organize or co-organize advocacy trainings
- The elaboration of advocacy supports
You will support the teams in collecting adequate and reliable data to be used in advocacy
You will train the field teams to collect testimonies
You will work closely with the mental health coordinator to produce a bi-yearly report
You will elaborate factsheets highlighting advocacy messages from our field data on the different areas of the strategy
You will propose and review relevant investigations/reports
In coordination with the HQ press department, you will develop the communication strategy accompanying the advocacy actions
You will maintain the advocacy contact database
You will propose and elaborate advocacy material, innovation welcome
- The coordination, networking
You will develop networking among International, Palestinian and Israeli society
You will represent actively MdM in coordination groups and relevant advocacy working groups such as AIDA (NGO forum) advocacy working group, UN Clusters (especially Protection, Health and Settler Violence Core Group), other French NGOs and any relevant NGO partner to contribute to the common messages and strategies and participate in joint initiatives.
You will maintain regular communication with political authorities and diplomatic representations
You will develop exchange practices and methodology.
- As communication focal point for Palestine
You will facilitate the communication and follow up of the communication department in the mission of Palestine with MDM staff.
You will propose and contribute to media interventions: press releases, press trips, opinion column, interviews, etc.

The position is based in Jerusalem with regular visits to West Bank and Gaza field

SKILLS AND EXPERIENCE NEEDED:
Experience in a humanitarian organization, in an emergency context is an asset
Experience in advocacy, humanitarian advocacy is an asset
Experience in public speaking, ability to defend advocacy position in front of external actors
Excellent analytical skills, especially for complex political context
Excellent representation and diplomatic skills
Excellent management of Windows environment (Word, Excel...)
Strong organisational skills,rigor, capacity to take initiatives and propose innovative solutions
Knowledge of data analysis and documentation for advocacy purposes
Knowledge of how to use policy, research, lobbying, public campaigning, media and digital work to influence a political agenda.
Professionalism, ability to develop solid evidence-based arguments and recommendations
Driving licence (for manual cars) is an asset
Knowledge of international humanitarian law is an asset
Knowledge of the occupied Palestinian territories and/or the Middle East is an asset.
Skills in graphic design, video, photo editing, and web development applications (would be a plus)
Experience in sexual & reproductive health, protection or mental health project is an asset
Languages: English, French. Arabic is an asset
