MISSION CONTEXT
The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Five years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of health and rehabilitation care and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.
From Antakya (Turkey) is supervised the intervention in Northern Syria. This intervention started in January 2013 through physical and functional rehabilitation services, through the opening of a rehabilitation center in North Syria, and setting up of mobile teams covering camps, communities and several hospitals in the area of intervention. Progressively, integrated social and psychosocial support were brought into the rehabilitation process not only to ensure a more efficient rehabilitation of people with injuries and/or disabilities by taking into account their overall situation (including their mental health and social dimension) in the overall rehabilitation process, but as well to better respond to the crisis related consequences on their mental health.
Handicap International has designed an operation, aiming at improving the response to the needs of persons with injury (PwI) and/or disability (PwD) and reducing their vulnerability, preventing long term disability and ensuring a better access to essential servicesby addressing their basic needs through referrals and by responding directly to their specific needs (through provision of physical and functional rehabilitation and psychosocial support).
MISSION DESCRIPTION
The Psychosocial Technical Advisor is not directly in charge of the management of the activities but supports the design, implementation of the MHPSS dimension of the HI integrated approach of rehabilitation, in close collaboration with the PM and Physical and Functional Rehabilitation TA.
He/she will be in charge of ensuring the quality of this activity and will participate – in close collaboration with the Technical Field Advisors and the Project Officers and under the coordination of the Area Coordinator in the project’s intervention strategy related to his/her field of expertise.
MAIN RESPONSABILITIES OF THE EXPATRIATE
1/To design and set-up HI psychological / psychosocial intervention in the different levels and area of HI’s intervention as one component of holistic rehabilitation services (at the rehabilitation centre, hospital level and at camp / community level)
2/To guarantee the technical quality of mental health and psychosocial component of HI intervention
3/To ensure comprehensive approach of rehabilitation in close collaboration with the PM and the rehabilitation Technical Advisor
4/To support all HI teams on Mental Health and Psychosocial Support aspects
5/To provide technical support to the Program Manager in the set-up and implementation of a continuous quantitative and qualitative monitoring of the mental health and psychosocial component of the rehabilitation intervention
6/To ensure smooth coordination with health NGO and other medical stakeholders on Mental health and psychosocial aspects and in close coordination with the PM under the supervision of the Program manager
7/To regularly report on the above activities (statistic, review monthly objectives, etc.) as per requested by the Field Co, the HoM or the HQ TA
8/To respect confidentiality and security rules defined by the Area Coordinator
SPECIFICITIES
While the position is based in Turkey (safe security context and comfortable living conditions) the activities are carried out by teams in Syria. This is a remote management position, with no possibility for the TA to go inside Syria to monitor activities and no possibility to meet the teams inside Syria face to face. The remote management is therefore done through email exchanges and follow up through skype, phone, etc..
PROFILE REQUIRED
EDUCATIONAL BACKGROUND & EXPERIENCE
-Formal degree in Psychology
-3 years of Professional experience in the related field
-Experience in NGO compulsory, preferably in emergency context
-Good understanding of psychosocial issues in the country/culture of deployment
-Understanding of a integrated approach on disability issues and vulnerability in term of psychosocial consequences
-Good report writing skills
-Demonstrated effective communication, analytical and problem solving skills
-Ability to relate to the target group (be approachable, shows empathy)
-Ability to propose workable solutions and identify their implications (positive and negative) adapted to the psychosocial needs of patients and his family
SKILLS
-Strong interpersonal and intercultural skills
-Ability to work through remote management
-Ability to work in a multicultural environment and in a multidisciplinary teamwork
-Ability to work under high pressure with a great level of personal organisation
-Diplomacy sense
-Flexibility
REQUIRED LANGUAGES
-English mandatory (oral and written), Arabic would be a very strong asset

(from 2050 euros gross + 457€/month of expatriate indemnity + insurances)
