Position: Risk Management Coordinator

Location: Gaziantep, Turkey

Reports to: Security Manager

Position Summary:

The Risk Management Coordinator’s (RMC) responsibility is multi-faceted. In general, the key output is the high level oversight and coordination of all program activities, creating a linkage between operations and program department in order to reduce risks of all varieties. This will involve elements of internal audit of program files, providing an interface between the program and operations department, security analysis (current and future) and analysis and notification of all current and potential risks to RI Turkey/Syria programs. The position will require a high level of external coordination with key stakeholders in the field, as well as humanitarian actors in Turkey and potentially the region. A strong and solid network will be essential to effective performance in this role. Individual must have the highest levels of integrity and excellent analytical skills.

The RMC will monitor and oversee the security situation in South Eastern Turkey & Syria, conduct risk assessment, authorize field visits, assist in tracking staff movements, participate in enforcing security and safety procedures, and provide sound and timely advice to RI staff and management on safety and security matters. The RMC is committed to implementing and maintaining the highest standards of security and contingency planning in order to ensure the safety of all RI staff and RI’s programming. In addition, to maintain contacts with local and national authorities and international state and non-state actors, compiling risk analysis, incident reports, routine security reports, district profiles and other research documents.

Position Responsibilities and Duties:

Safety and Security

  • Ensure the implementation of safety and security policies and standard operating procedures (SOPs) in the absence of the Security Manager (SM) or Security Officer (SO). Primary responsibility will fall to the SM and SO, but the RMC will assist and advise as needed.
  • Assist SM in reviewing and updating of Relief International’s Security Folder in the absence of SO. If SO is available, he/she will undertake this task.
  • Monitor staff field movements and advise on field visits. This requires constant analysis of access and building of a strong network.
  • First point of contact for field staff on safety and security and access concerns.
  • Monitor national, social, and political and security issues and inform senior staff of issues that affect, or may affect, RI Programs; assist the Security Manager when working with RI Programs and Senior Management in order to evaluate current and future programming based on current local security situation and adjust where needed.
  • Lead and assist SM for risk assessment and analysis.
  • Liaise with other humanitarian and emergency actors on safety and security matters.
  • Attend the Access Working Group and relevant security groups. Liaise constantly with other trusted security focal points in NGOs and other agencies.
  • Prepare and maintain contingency plans for program activities inside Syria, particularly focusing on the safety plans for health facilities
  • Assist in the management of security and safety incidents provide timely and accurate incident reports and analysis.
  • Track safety-related incidents and developments.
  • Assist SM or Operations Manager (OM) with the maintenance and execution of hibernation/evacuation plans to include all facilitation and coordination with relevant personnel as it pertains to activities in Syria (not Turkey).
  • Report to Security Manager and carry out other activities as requested.
  • The Security Officer will conduct himself/herself both professionally and personally in such a manner as to bring credit to RI and to not jeopardize its humanitarian mission.
  • Create weekly security report and situation report as required. When SO is in place, he/she will compile the report which will be reviewed by RMC accordingly. Turkish Liaison Officer to assist with Turkish media analysis.
  • The RMC, along with the CD, OM, SM and SO will regularly participate in briefings to analyze the situation. RMC will take the lead in these briefings related to security in Syria.
  • The RMC, along with CD, OM, SM and SO will regularly participate in Crisis Management Teams along with relevant members of the Program team.

Internal Audit and Linkages

  • RMC will be the primary link between the Program Department and the Operations Department to ensure that all systems are in place, accountable and up to date.
  • This includes ensuring that all program related documents are complete, accurate and updated prior to the release of resupplies, launching of new activities or payment of running costs or incentives. RMC will ensure that facilities have been compliant with terms in the MOU prior to ongoing support. This serves as a final check of program documents before they are being forwarded to Operations or Finance. In order to accomplish this, RMC will need to maintain frequent and sometimes constant communication with field staff, with coordination of Deputy Program Managers’, and constant feedback to improve outputs. DPMs will still be the overall managers of their work, but the RMC will be responsible for the final check that all systems are in place and standard procedures are being observed.
  • In order for programs to move forward, RMC will be required to clear paperwork and requests before submission to Operations Team.
  • After Operations has received orders and they are ready to deliver, RMC will be responsible to coordinate with Operations and Program Teams to determine if the access is secure, identifying the most appropriate routes, timing and locations.
  • In the event there is a security incident related to the movement of personnel or humanitarian cargo, the RMC will be the responsible focal point to liaise with armed groups or other stakeholders for the retrieving of staff and cargo in the fastest and safest manner possible.

Access and Analysis

  • In the event of proposed new activities, RMC will conduct a full security and access analysis, evaluating current threats and possible future changes in context which could create a threat to the program
  • This will require high level networking, analysis and contextual comprehension in order to predict various scenarios which are constantly changing and fluid
  • When new projects are proposed, RMC will be responsible to cross-check the network in order to identify and reduce the risk of possible threats. RMC will be responsible to flag concerning issues, including issues related to armed groups, political factions, community alliances and other stakeholder nuances. In order to accomplish this, RMC will be required to attend all meetings with field staff or other local stakeholders or their representatives in Turkey. If unable to attend, RMC must delegate appropriately and be sure to obtain a full briefing and update following the meeting.
  • RMC will be responsible to evaluate and vet potential new partners in collaboration with the Partnership Initiative Department, making recommendations about strengths and weaknesses and possible pitfalls.
  • RMC will be responsible to identify and alert RI CD and SMT about any and all threats, including those which might come from within the RI team itself.
  • Withholding key information about threats and analysis will be considered tantamount to a breach of contract and may result in warnings or other disciplinary action, including termination for serious, willful oversights.

Special Projects

  • Because of the unique nature of the work and the sensitivity of the information and analysis required, this individual may be occasionally commissioned to undertake “special projects or assignments” that require exceptional discretion and skill.
  • RMC will be expected to undertake these projects to the best of his or her ability, and to communicate clearly if the project is beyond the scope of the RMCs experience or skill.

Qualifications & Requirements:

  • Degree in a relevant field required, minimum of a bachelor’s degree. Master’s degree or other professional degree desired.
  • 3-4 years of experience in direct security management and implementation;
  • Previous experience working in international non-governmental organization;
  • Strong organizational skills;
  • Ability to interact effectively with international and national personnel;
  • Excellent oral and written English and Arabic;
  • High level of computer skills on MS Office programs;
  • A demonstrated ability to multi-task and process information into action;
  • Ability to work under pressure and with very short deadlines & strong communications skills.
  • Flexibility, transparency, analytical skill and a sense of team work and good humor are essential to the job.
