Position: Cash Program Officer – National Position

Duration: 5 months with possibility of extension contingent on funding

Relief International is a registered NGO in Turkey and is based in Gaziantep to build capacities of Syrian communities to respond their needs in health, water, sanitation and hygiene (WASH), and education. Relief International is currently seeking candidates to be employed as Program Officer in Gaziantep as soon as possible.
Position Summary:
Under the direct supervision of the Program Manager, the Cash Program Officer will provide efficient and effective support to the program assigned and collaboratively work with the rest of the team and all RI department in order to achieve Program’s objectives.
Position Duties and Responsibilities:
- Provide support to Program Manager, in close coordination with other departments, for the implementation of all operational aspects of cash transfer programming, which will include finance, delivery mechanisms, security, logistics, and donor compliance.
- Responsible for oversight of all cash programming activities in the field, including regularly liaising with field staff on day-to-day operations, tracking progress and providing course corrections when necessary to ensure timely and effective implementation.
- Coordinate all implementation aspects of the programming, working closely with all departments: Finance, Operations, HR and Programs to ensure rapid start-up and effective implementation for any new programs or cash-based interventions.
- Develop tools and templates to support the management and implementation of operational aspects of cash transfer programs in line with donor contractual requirements
- Contribute to the quality, accountability and impact measurement process of his/her program, in close collaboration with the M&E team;
- In close collaboration with the M&E team, provide support in implementing and monitoring a complaints and procedures for ethical and transparency reasons in respect of the beneficiary populations
Qualifications & Requirements:
- Minimum 2 years working in humanitarian NGOs or other international organizations.
- Excellent communication in both spoken and written English is required. Arabic strongly preferred. Turkish desirable.
- Relevant Bachelor ‘s degree or equivalent work experience. A Master degree is preferable.
- Cash Transfer Program management experience including experience working with institutional donors highly preferred. Extensive generalist experience may be substituted for highly motivated candidates.
- Proven, strong project management skills including budget management, planning and monitoring delivery.
- Strong skills in IT applications and data management tools.
- Excellent critical thinking skills, flexibility and passion for people is mandatory. Work hours are frequently long and irregular, requiring the individual to perform other duties as needed;
- A readiness to uphold the highest standards of integrity, adherence to humanitarian principles and standards as well as a commitment to RI’s overall mission.
- Ability to work effectively in a fast-paced environment, both individually and as part of a team.
