The International Centre for Migration Policy Development (ICMPD), an international organisation with its headquarters in Vienna, Austria, is looking for a qualified candidate to fill the position of a National Project Manager for an asylum project supporting the Turkish Directorate General for Migration Management (DGMM).

The project aims at building institutional capacities of the DGMM in the area of asylum and includes a wide range of training activities, research and backstopping tasks for the DGMM.

The project, titled ‘”Supporting development of sustainable asylum capacities in Turkey’’, is a UK-funded initiative designed to support the DGMM in establishing self-sustainable asylum capacities and procedures. The project consists of three main components, dedicated to 1) targeted training activities (e.g. training on RSD, decision making, COI, etc), 2) support the DGMM by offering evidence (e.g. research on specific asylum practices in EU MS and Turkey) for asylum policy making of the DGMM, and 3) providing regular backstopping for requests by the DGMM (e.g. commenting or providing input on policy or relevant legal documents).

Under the supervision of the ICMPD Programme Manager and the ICMPD Local Representative Turkey, the successful candidate will carry out the following tasks:

Tasks and Responsibilities

The National Project Manager – Asylum will work closely with the Project Coordinator– Asylum based in Vienna. The National Project Manager – Asylum is mainly responsible to implement the planned project activities in Turkey and timely deliver the project outputs within his/her area of work. Specific responsibilities of the National Project Manager – Asylum will be as follows:

1.Project management and administration

§ Act as the main interlocutor between the DGMM departments responsible for protection, ICMPD HQ, the donor and EU MS experts involved in the project;

§ Act as the main liaison with the DGMM and guarantee that all project activities are in-line with the specific needs of the DGMM;

§ Plan, coordinate and organize all project activities together with DGMM;

§ Organise regular and ad-hoc project management and coordination meetings with DGMM and other involved stakeholders in Turkey;

§ Ensure continuous progress of the project activities and respond to arising priorities within the objectives of the determined project,

§ Review and update the implementation plans depending on the progress of implementation;

§ Lead the organisation of project activities (such as workshops, trainings, study visits, drafting of guidelines and studies, etc.) to ensure that activities are organized in timely, efficient and cost effective manner;

§ Keep the project archive and regularly update within ICMPD internal system;

§ Identify project opportunities that may complement further activities under the current project;

§ Work closely with the Project Coordinator– Asylum in implementing all project activities;

2.Financial management

§ Provide support in procurement processes, conference/seminar services or other procurement actions foreseen in projects and maintain written and verbal communication with service providers;

§ Monitor and oversee that project inputs and administrative processes, such as procurement and contracting are carried out promptly and in accordance with ICMPD rules and established processes/procedures;

3.Project outputs and knowledge generation

§ Participate in seminars and workshops organised as part of involved projects;

§ Prepare concept papers for project activities to determine the objective and design the mode of implementation, drafts agendas for the workshops and trainings;

§ Contribute to the project outputs (research, studies, policy papers, thematic reports and papers as indicated in project implementation plans);

§ Review, comment upon and revise project outputs and ensure that project outputs are produced according to the work plan;

§ Compile and draft briefs, background papers, presentations, speeches;

§ Provide backstopping to the DGMM;

§ Identify opportunities, draft or provide input to the drafting of follow up projects or the formulation of new project concepts, proposals, work plans and budgets.

4.Coordination of project related communication

§ Develop and draft project-related PI/PR materials such as newsletters, write-ups, updates for website, coordinate and oversee inputs from Project Team;

§ Participate on behalf of ICMPD in conferences/meetings/seminars relevant for the project and area of work;

§ Draft routine correspondence and Notes Verbales with project beneficiaries and other relevant institutions.

Qualification and Experience

§ University degree in a relevant discipline, such as social sciences, law, political sciences, international relations, development, anthropology or migration;

§ A minimum of 5 years’ experience in the field of asylum;

§ Substantial knowledge on asylum related issues, in particular related to recent developments in Turkey;

§ Experience in establishing institutional set-up, capacity building, as well as in the development of a road map for achieving determined actions;

§ Experience in conducting research, preparing studies and drafting reports;

§ Experience in overall project cycle management, project administration and organising workshops/seminars;

§ Proven experience in working in a national or international institution is desirable;

§ Advanced computer literacy (Outlook, Word, Excel, presentation, Internet research);

§ Excellent writing, editing, analytical and synthesis skills;

§ Fluency in Turkish and English;

§ Very good interpersonal and communication skills suited for working in a very cooperative manner and in a multi-cultural environment;

§ Commitment to team spirit and quality of work as well as setting up and maintaining sustainable work relations with counterpart organizations;

§ Ability to work within determined timeframes and organizing the multi-tasks to be performed in an efficient manner.
