Turkey: Short Term International Individual Consultancy for Strengthening the Self-Assessment System for Inspection

The purpose of this assignment is to support the incorporation of the “Self-Assessment Approach” in the inspection system of the child care services. This will ensure that the standards of services provided to the most disadvantaged children by relevant state authorities are constantly improved and aligned to the provisions of the Minimum Standards for Children Deprived of Parental Care

Details on the Assignment are outlined in the following section titled “Description of the Assignment and Expected Deliverables”.

Within the scope of the assignment, the consultant(s) shall work under the guidance of the UNICEF Child Protection Officer, collaborate with the partner (Ministry of Family and Social Policies – particularly Child Services DG, Internal Audit Department and Inspection Department) and be responsible for the duties given below: **

1- Conduct an assessment of the implementation of the self- assessment system in Turkey, identify areas that need to be strengthened, and prepare a report with findings and recommendations. To collect the necessary inputs, the consultant/s might organize a workshop/s and conduct focus group discussions and interviews with key informants; etc. (1 person/ 10 days).

2- Adaptation of the self-assessment system handbook to the inspection system and preparation of a guidebook (1 person/15 days)

3- Conceptualize a Workshop on the Harmonization of the Self-Assessment System in Turkey, facilitate it and produce a brief report including feedbacks and inputs on the Guidelines prepared by the Ministry on the implementation of the Self-Assessment Approach in Turkey (2 persons /10 days, incl. 5 days’ facilitating the workshop in Turkey).

4- In collaboration with UNICEF officers, identify the location of the study tour; prepare the agenda; make the necessary contacts/arrangements; organize and facilitate the visit and prepare the report of the study visit (1 person /10 days, incl. 5 days in the visit).

The following points shall be taken into consideration for the development of the assessment on ‘**Self-Assessment System”:**

  • The assessment should offer comparative information on the theory and practice of existing models.

  • While reviewing the literature, the current situation of Turkey should be analysed and reflected upon.

  • International standards should be referred to, whenever relevant.

The following points shall be taken into consideration for the preparation of the ‘Study Visit Programme on Self-Assessment Best Practices’;

  • Best practices should be selected from different countries.

  • Conditions necessary to establish a model in Turkey should be taken into account when planning the visit programme.

  • Best practices should include programmes conducted by governments.

The following points should be taken into consideration to prepare ‘The Agenda of Workshop on Self-Assessment’;

  • The agenda of the workshop should be prepared in an interactive way so as to contribute to the preparations of the guidelines.

  • Recommendations should be submitted to partner during the workshops.

  • The programme should aim at informing the Ministry’s Project team of the theoretical framework and methods on self-assessment in detail and sharing best practices. The ‘Self-Assessment Guideline for Child Care Institutions should be outlined during the workshop activities. **
