PROGRAM/ DEPARTMENT SUMMARY:
Mercy Corps has been present in the Middle East since the 1980s and currently has offices in Yemen, Lebanon, Palestine, Jordan, Iraq, and Turkey. Mercy Corps is at the forefront of the Syria crisis response and is working to strengthening its approach to immediate as well as longer term programming for Syrians, including those who have been displaced across the region (Jordan, Lebanon, Iraq and Turkey). Mercy Corps is helping about 3.7 million people affected by the crisis, including over 2.7 million inside Syria and nearly 1 million refugees now living in neighboring countries. Mercy Corps maintain a large portfolio of humanitarian programs in 5 of the 7 countries of the region. The Regional Technical Support Unit provides support to the country offices in the region with a priority to high-demand/high stake contexts. GENERAL POSITION SUMMARY:
You are a manager with experience in a broad range of humanitarian programs and you are looking for an opportunity to make it to the next level. This position is your chance to do just that. As Regional Humanitarian Team Leader you will be deployed throughout the Middle East region to take over large scale programs or manage country portfolios implemented in difficult, complex and rapidly evolving contexts. In this role, you will be an integral member of Mercy Corps' Middle East regional team, leading the vital work of identifying areas for our support and deploying Mercy Corps resources and expertise where it is needed most across the region. Working hand-in-hand with the Middle East Regional Support Technical Unit, Country Directors and programmatic staff in each country, you will need to operate in a highly collaborative manner and demonstrate extreme flexibility, including the ability to travel up to 70% of your time for emergency program management and support. ESSENTIAL JOB RESPONSIBILITIES:
Program Operations and Impact
The Regional Humanitarian Team Leader will be chiefly responsible for deploying throughout the ME region to fill programmatic and managerial gaps. This may include management coverage, field assessments, new programming start-up, implementation and/or program closure. He/she will:
• Implement and model programs based on Mercy Corps' Program Management Minimum Standards for high quality program management
• Coordinate with program, finance and administrative staff to ensure systems are in compliance with donor and Mercy Corps policies and procedures
• Create and maintain program management systems ensuring projects are on-time, on-budget and on-track
• Implement effective and transparent use of financial resources for timely and informative reporting in line with donor and Mercy Corps policies and procedures
• Assist in development and coordinate the program evaluation plans to document and communicate learning about agency operations and programs
New business development
• Coordinate with partner organizations and field program staff on proposal development and design, including gathering information for concepts and proposals and serving as primary drafter/editor of proposals and needs assessments
• Apply Mercy Corps' best practices in proposal development efforts for institutional donors
Program Quality
• Integrate community approaches, gender sensitivity, youth engagement and capacity building into all designs as appropriate, plus working closely with DM&E colleagues in the region
• Ensure transparent use of resources in compliance with donor and Mercy Corps regulations
• Ensure that program development efforts meet or exceed the Mercy Corps minimum standards for quality
Capacity Building
• Build and reinforce Mercy Corps teams humanitarian response capacity throughout the region
• Create a working atmosphere conducive to professional growth and development of excellent personnel at all levels;

Accountability to Beneficiaries: Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring, and evaluation of our field projects.
SUPERVISORY RESPONSIBILITY: Will vary with assignment.
ACCOUNTABILITY:
REPORTS DIRECTLY TO: Regional Program Advisor. When deployed, will be embedded into the local team and under the local direct management structure.
WORKS DIRECTLY WITH: Regional Office and Country Directors, field teams, Mercy Corps' HQ and Regional TSU teams and Humanitarian Leadership and Response (HLR) team.
KNOWLEDGE AND EXPERIENCE:
? Bachelor's degree or equivalent in related field, M.A, M.S., M.Sc., is preferred
? 5-7 years of experience managing humanitarian programs in complex, emergency crises
? Experience with designing and leading successful program development, with demonstrated success in winning proposals with major humanitarian donors
? Strong experience in coordination and representation in humanitarian contexts;
? Experience starting up humanitarian programs and working in transitional programming
? Willingness and ability to travel frequently to Mercy Corps project sites in the region, including traveling to insecure environments, is required.
? Fluency in English is required; fluency in Arabic language preferred.
SUCCESS FACTORS:
The ideal candidate will demonstrate field-driven leadership and key emergency management skills and be a strong communicator. S/he will have strong analytical skills, including design principles. She/he will be a strategic thinker, able to bring ideas to implementation in growing program operations and will have exceptional proposal development skills and an outstanding ability to design, implement and manage innovative programs that respond to current needs and reinforce the future program structure of Mercy Corps in the region. A commitment and ability to travel and work in remote and dynamic environments, with experience in insecure environments is an advantage, as is an awareness of and sensitivity to multi-cultural international development work and an ability to train and facilitate dialogue among a diverse group of individuals with various skill sets and working styles. S/he will have the ability to creatively problem-solve, to juggle multiple priorities under tight deadlines and to calmly and diplomatically deal with unexpected and sudden events impacting program operations, with patience, dynamism, tenacity and a sense of humor.
LIVING CONDITIONS/ENVIRONMENTAL CONDITIONS:
The position is based in Gaziantep, with assignments throughout the region up to 70%. The position is unaccompanied and is eligible for R&R breaks. Personnel in this location are expected to follow all security protocols at all times. Good medical services are available. City electricity is available in Gaziantep and running water is reliable also. Internet connectivity and communication is reliable in most locations. In general, road conditions in Turkey are good.
Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/temporary assignment to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws and customs, and adhere to MC's policies, procedures, and values at all times and in all in-country venues.
