BACKGROUND

JOB SUMMARY

The Procurement/Supply Chain Manager is responsible for management of supply chain, including but not limited to needs assessment, procurement planning, timely conduction of procurement activities, transportation of goods, warehousing and inventory management, information management in full compliance with International Medical Corps established procedures and donors’ rules and regulations.

ESSENTIAL RESPONSIBILITIES

· Coordinate supply chain functions, including procurement of goods and services, warehousing, transportation of goods.

  • Ensure supply chain activities are undertaken in full compliance with the International Medical Corps established procedures and in line with donors’ rules and regulations. Undertakes quality control on implemented supply chain procedures including regular documented stock inventories, risk management within supply chain, evaluation of active suppliers, spot controls of selected procurement files…
  • Coordinate with International Medical Corps Program team the development of procurement planning of goods and services, provide regular updates and participates to quarterly project reviews, including procurement plan review.
  • Coordinate international procurement activities with International Medical Corps HQ, maintains and shares within country team the international procurement pipeline.
  • Coordinate with Administrative staff and Logistics Department of International Medical Corps regarding purchasing and receipt of equipment, supplies and procurement needed for the program.
  • Coordinate with other organizations (UN, INGOs) to optimize supply chain activities (common warehousing, shared transport…), acquisition options (GIKs…)
  • Optimize procurement activities: assesses potential vendors, builds preferred suppliers’ lists, identify long term agreement opportunities and undertakes tendering process (Blanket purchase agreements, framework agreements). Follow International Medical Corps’ established policies, procedures and objectives; continuous quality improvement initiative works/ performance.
  • Feed program staff and other departments with regular updates of procurement pipeline, stock inventories, provide weekly, monthly activity report including standard supply chain tracking documents (procurement tracking sheet, prices list, cargo movements, international procurement pipeline…).

Compliance& Ethics: Promotes and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity. Communicates these values to staff and to partners and requires them to adhere to these values.

Qualifications:

  • Extensive experience (5 years minimum) procurement management within the field of supply chain management (procurement, tendering, contracting, clearance, transport, warehousing, etc.) fleet management and asset management, distribution support with at least 2 years in emergency response
  • Academic degree in logistics or relevant field (desired).
  • Advanced professional certification in supply chain management and/or emergency response management strongly preferred.
  • Management of budgets and ability to prepare timely, complete and accurate reports.
  • Experience providing capacity building and/or training is desired;
  • Strong organizational and problem-solving skills with analytic approach
  • Strong interpersonal, management and leadership skills
  • Ability to work in participatory manner with staff to assess needs, implement and monitor activities
  • Ability to integrate and work well within multiethnic and multicultural teams
  • Ability to work in harsh conditions, often in remote areas.
  • Strong negotiation, interpersonal and organization skills
  • Proficiency with MS Word and Excel (minimum requirement).
