Chemonics seeks a monitoring and evaluation specialist to join its Turkey-based team for a dynamic program working on Syrian issues. The Syria Regional Program aims to empower moderate civilian entities to have a role in Syria's future. The monitoring and evaluation specialist will help develop the program's M&E systems, ensure appropriate data capture, review data-collection practices, and ensure quality of program reports. They will also consolidate findings, produce reports, and incorporate monitoring and evaluation priorities into activities. The candidate will report directly to the monitoring, evaluation, and research manager, and will work closely with other program team members and in-country donor representatives as needed. Responsibilities include:
· Contribute to data analysis and impact assessments and contribute to the design of monitoring and evaluation plans, working closely with the monitoring, evaluation, and research manager
· Assist program development officers and other staff as needed to review activity implementation plans and draft activity-specific plans tailored to activity objectives
· Edit and/or assist other program staff in drafting impact and results summaries for active grants and other reports as required. Assist program staff and grantees with report preparation to ensure that reports capture results and impact, rather than volume of activity
· Coordinate closely with field program assistants and program development officers to collect data for monitoring and evaluation purposes. Ensure documentation from site visits sufficiently verifies achievement of outputs and outcomes (for example, photos or videos of stakeholder meetings, rehabilitation work, and/or commodity distribution to intended beneficiaries)
· Assist the monitoring, evaluation, and research manager in collecting political and security data from relevant geographic areas and triangulate information from different sources. Ensure data is shared effectively with relevant individuals on the program team and other donors
· Ensure the activity database is regularly updated with timely and accurate information related to monitoring and evaluation needs and situational developments
· Attend and contribute to weekly concept review meetings
· Contribute to and eventually lead the design and execution of assessments on activity impact, extracting lessons to actively inform improved programming
· Perform other tasks as assigned by supervisor or designee
Qualifications:
· Bachelor’s degree in a relevant field required
· One to three years of demonstrated experience with monitoring and evaluation, as well as analyzing and reporting on program impact and implementation, is highly desirable
· Strong organizational, management, and administrative skills
· Experience gathering and analyzing data for project implementation strongly preferred
· Demonstrated analytical skills and capacity to prioritize multiple tasks
· Flexibility, creativity, and the ability to maintain a rapid and demanding pace of work required
· Up-to-date understanding of the political environment and social conditions in Syria
· Experience working in (and/or a strong understanding of) international organizations preferred
· Ability to work in a professional and cordial manner with staff; visitors; partner institutions, including international and local NGOs; governmental entities; support organizations; and the general public
· Ability to work independently with minimal supervision, prioritize multiple work assignments, meet deadlines, and exercise professional judgment in communicating the Syria Regional Program's established message
· Working proficiency in office computer applications, including Microsoft Word and Excel
· Syrian passport required
· Demonstrated leadership, versatility, and integrity
· Fluent written and spoken Arabic and proficient English required; proficiency in Kurdish or Turkish preferred
