Turkey: Turkey - Administrative Coordinator – Syria mission

About the mission:

In response to the deteriorating humanitarian situation in Syria, in December 2012, SOLIDARITÉS INTERNATIONAL initially decided to launch a livelihoods/food security program to support the most vulnerable population in northern Syria. Solidarités International has then been assisting displaced and local populations in Aleppo Governorate which were virtually deprived of income sources at a time when their savings and their coping mechanisms were slowly getting exhausted, and when basic commodities have become unaffordable. Following the massive population movement end of January 2016 regarding the power shift in Aleppo country side and the cut off of supply routes from there to the north, SI has found funding to provide emergency cash and resettlement NFIs kits for 1200 households through partnership with a local organization. End of February 2016 a cease fire started agreed by the main parties. However it has been not respected by all of them even though the intensity and frequency of the shelling are substantially lower. Main conflict areas switched from Azaz Governorate to Aleppo countryside, and ISIS controlled zones in general. Since June 2016, SI has launched a WASH program in Azaz Governorate and forecast to contribute to morbidity and mortality reduction amongst IDP’s and host communities affected by the conflict through the support to Health facilities and provision of emergency WASH services in collaboration with a local partner.

The SI mission is based in Gaziantep and, in addition to the HoM, the mission is composed of 4 international staffs (1 Program Coordinator, 1 Humanitarian Access Adviser,1 Administrative Coordinator, 1 Logistics Coordinator) and 25 national staff both in Turkey and in Syria.

Please note that the Coordination team is remotely managing operations and that expatriates are not allowed to go to Syria.

About the job:

Main tasks

  • Financial, accounting and budgetary management
  • Cash management
  • Administrative management of the mission and partnerships
  • HR management of national staff and support to expatriate HR management
  • Administrative team management
  • Financial and administrative reporting and communication to HQ, partners and donors

Priorities for the first months

  • To consolidate the financial aspects of the mission

  • To diversify the pool of money changers

  • To monitor a cash security management related to the remote control situation of the project

  • To obtain a clear vision of the BFUs and the financial visibility

  • To follow closely the development of exchange rates on the field

  • To develop/upgrade National HR policies:

    • To identify administrative partners
    • According to prices/cost of life follow-up and other INGO policies, to monitor the salary grids
    • To continue the process of regularization of SI in Turkey (Fix-term contract, internal and regulation rules, taxes declaration, social insurance, data salaries etc.),
    • To create a standardized Human Resources Pack (guidelines, procedures and templates) in each country
  • To complete / improve / re-implement the remote process for admin / finance / HR and secure the processes

  • To create / develop the tools for the follow-up of the partner and to train if necessary.

Your profile

Experience

  • Master’s degree or equivalent in administrative and financial management,
  • Minimum of 3 years of experience with INGO specialized in Humanitarian assistance
  • Previous experience in remote management,
  • Previous experience in partnership management,
  • Consequent experience in supporting emergency response

Skills

  • Diplomacy and coordination skills
  • Knowledge in administrative and financial management
  • Knowledge in Human Resources management
  • Strong management and training/capacity-building skills and particularly capacities to provide at-distance technical support
  • Significant knowledge and experience of grant writing and management for major institutional donors, including OFDA, UN Agencies, ECHO etc.
  • Good command of SAGA and Homer would be assets
  • Solid organizational and communication skills
  • Ability to work under pressure, with peaks of heavy workload
  • Flexibility and adaptability

Language

  • Fluent English (written, spoken and read),
  • Knowledge of Arabic and/or Turkish is an asset

Others

  • Commitment to the fundamental principles of SOLIDARITES INTERNATIONAL charter and ethos.
  • Capacity to comply with a conservative environment

We offer

SI will offer you:

A salaried post: according to experience from 1800 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 700 USD.

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs)
