Dear Prospective Applicants:

The United States Government (USG), represented by the U.S. Agency for International Development (USAID) Office of U.S. Foreign Disaster Assistance (OFDA), is seeking applications from qualified U.S. citizens to provide personal services as a Syria Response Team Leader under a United States Personal Services Contract (USPSC), as described in the attached solicitation.

DUTIES AND RESPONSIBILITIES

The DART Country Team Leader for Turkey is required to reside in Ankara, Turkey, as determined in consultation with the Embassy and the Mission and subject to security and programmatic considerations. The selectee must be prepared to function effectively in a challenging and restrictive work environment and be willing to adhere strictly to U.S. Embassy security guidelines.

The Team Leader will provide ongoing leadership for the team in Turkey; manage and oversee OFDA programs from Turkey and Iraq; and ensure full coordination and cooperation with all other non-humanitarian elements of the Turkey-based USG response to Syria. Working directly under the guidance and supervision of the DART Regional Team Leader, the USPSC will:

  • Serve as the primary liaison and engage in substantial coordination with representatives from other USAID offices, the host government, other USG agencies, U.S. Military, UN//NGOs/IOs/PVOs - Private Voluntary Organizations, other assisting countries, and with the Syrian Opposition Assistance Coordination Unit, which therefore requires a highly collaborative work style.
  • Maintain close communication with senior Embassy officials. Foster open communications with Embassy staff to ensure continued support of humanitarian programs.
  • Promote coordination among UN/PVOs/NGOs/IOs and the donor community.
  • Ensure the OFDA programs based in Turkey are appropriate for the humanitarian response in accessible areas of Syria by monitoring events and maintaining regular contact with OFDA’s funded partners.
  • Ensure the development and implementation of strategic decisions.
  • Conduct regular critiques of all team functions for effectiveness, validity of priorities, soundness of objectives, and ability of team members to carry out assignments. Institute changes as necessary.
  • Lead frequent reviews and discussions on programmatic, safety, and security issues with team members.
  • Ensure that timely and appropriate information is reported out from the Turkey team via a range of information means and products.
  • Travel frequently within Turkey and possibly other countries, on short notice and for extended periods of time, as required, in order to fulfill duties.
  • Keep OFDA management apprised of the current situation, work progress, problems, planned actions, effectiveness of response, and conditions and performance of team members.
  • Organize and lead high-level USG visits or briefings in Turkey.

  • Regularly liaise with high-ranking officials outside of USAID in both structured and unstructured settings in order to negotiate serious and complex issues of considerable consequences related to humanitarian principles, access, and program objectives in Syria.

  • Supervise relevant USPSCs and foreign national staff in assigned program offices.

· Independently plans, designs and carries out programs, projects, studies or other work.

EDUCATION/EXPERIENCE REQUIRED FOR THIS POSITION

(Determines basic eligibility for the position. Applicants who do not meet all of the education and experience factors are considered NOT qualified for the position.)

Bachelor’s degree with significant study in or pertinent to the specialized field (including, but not limited to, international relations, economics, public health, disaster management or a related field), plus nine (9) years of progressively demonstrated experience in emergency relief, international development, disaster risk reduction, and/or disaster preparedness programming and management, including, but not limited to, overseas field experience as demonstrated by short-term deployments or assignments in emergency situations. Three (3) years of this experience must have been humanitarian response experience obtained overseas.

OR

Master’s degree with significant study in or pertinent to the specialized field (including, but not limited to, international relations, economics, public health, disaster management or a related field), plus seven (7) years of progressively demonstrated experience in emergency relief, international development, disaster risk reduction, and/or disaster preparedness programming and management, including, but not limited to, overseas field experience as demonstrated by short-term deployments or assignments in emergency situations. Three (3) years of this experience must have been humanitarian response experience obtained overseas.

APPLICANT RATING SYSTEM

The applicant rating system factors are used to determine the competitive ranking of qualified applicants in comparison to other applicants. Applicants must demonstrate the rating factors outlined below within their resume, as they are evaluated strictly by the information provided. The rating factors are as follows:

Professional Experience (12 points):

  • Experience managing humanitarian interventions in an international disaster context across the entire disaster management cycle to include emergency response, early recovery and transition, disaster risk reduction, and resilience.
  • Experience in monitoring incipient disaster situations and developing country Disaster Risk Reduction strategies.
  • Experience working in a high threat environment.
  • Experience conducting remote monitoring of projects.
  • Middle East experience.

Skill and Abilities (12 points):

  • Exercised independent judgment and ingenuity to devise innovative approaches to technical, administrative, managerial and/or policy problems;
  • Demonstrated skills in the following areas:

  • Diplomatic, interpersonal, and representational skills in order to effectively achieve humanitarian objectives within the USG at senior levels, including with DOD, Embassies, Members of Congress, and senior executive branch staff the midst of international humanitarian crisis situations.

  • Diplomatic, interpersonal, and representational skills in order to work effectively with host governments at senior levels in the midst of humanitarian crisis situations;

  • Diplomatic, interpersonal, and representational skills in order to work effectively with other donors and diplomatic missions at senior levels in the midst of international humanitarian crisis situations;

  • Diplomatic, interpersonal, and representational skills in order to work effectively with international and national non-governmental humanitarian partners at senior levels in the midst of humanitarian crisis situations;

· Experience in providing briefings and to communicate effectively in meetings, video conferences and on conference calls.

Leading Teams (6 points):

  • Experience leading a diverse team of program, technical, and administrative staff, including senior U.S. professionals, working in a constant state of in complex, international humanitarian crisis where team members are located at different sites
  • Demonstrated experience leading teams in a high threat environment.
