CARE is a leading humanitarian organization fighting global poverty. CARE International in Turkey is pleased to announce an opening for the position of Project Manager.

Job Summary:

CARE in Turkey, in association with partner organizations, is providing humanitarian aid to alleviate the crisis in Syria. Due to access and security issues, CARE is working with partners to deliver aid in northern Syria. CARE is implementing multiple grants through four different partnerships, and is committed to expanding the partnership base for future programming, as well as initiating direct implementation.

Under the Program Manager’s guidance and supervision, the Project Manager will assist CARE’s partners in the management and implementation of the sub-grants. In addition it is expected that the Project Manager will ensure that all grants are implemented in a manner that ensures the highest accountability standards for internal (partners, client/beneficiaries and CARE country office and CI members) and external (donors) clients. The Project Manager will ensure that all work plans are prepared and implemented according to schedule and assist the Program Manager with the coordination of appropriate technical expertise required for the successful and accountable (donor and CARE) implementation of the program.

Responsibilities and Tasks:

Project management and accountability

• Manage the successful completion of assigned projects including advising partners on a day to day basis to ensure the effective and accountable management of CARE projects.
• Ensure partners and CARE are implementing grants in a manner that meets contractual obligations including all donor and CARE policy, procedures, rules and regulations.
• Conduct regular progress review meetings with partners to ensure project is implementing as per agreed work plans Facilitate program reporting and information flow between partners and CARE Assist partners to complete CARE/donor reporting requirements.
• Ensure all reporting internally from the partner and externally to the donor are within agreed timeframes.
• Monitor project expenditures in coordination with partners and CARE program manager. • Ensure risks are appropriately managed, including financial, safety and security, programmatic and reputational.
• Coordinate and collaborate with technical specialists as needed.

Capacity Building of partners

• Work with partners and build their capacity to implement and report on agreed remote management and monitoring procedures.
• Identify priority areas for capacity building and work with the Program Manager and Partnership Coordinator to provide additional training and support.
• Identify technic support needs of the partners and identify appropriate resources and support providers
• Ensure all disputes that may arise with partners are resolved in an amicable manner in close consultation with the Partnership Coordinator.

Program Development

• Assist the Assistant Country Director Programs to develop new program ideas
• Maintain a sound understanding of the developments in Syria, and the needs and opportunities for both humanitarian and recovery programming
• Prepare budgets and work plans for new proposals

Job Responsibility #4 10%

Staff Supervision and Representation

• Supervise, coach and mentor assigned project staff Together with partners, represent CARE at appropriate NGO/UN forums and cluster group coordination mechanisms.

QUALIFICATIONS

EDUCATION

Required

• Bachelor Degree in Development Studies or relevant technical field (e.g. Management, Economics, Engineering) Desired
• Master’s Degree in Development Studies or relevant technical field (e.g. Management, Economics, Engineering)

EXPERIENCE

Required

• Three years of experience of which at least one in a not-for-profit humanitarian organization.
• Experience in managing and implementing emergency programs
• Knowledge of the Syrian context
• Demonstrated ability to work in partnership with other organizations.
• Arabic speaking skills

Desirable

• Ability to work in a multi-cultural environment.
• Experience in training and/or coaching of civil society organizations

Technical Skills

Required

• Excellent project management experience in complex emergency contexts.
• Familiarity with projects involving large scale procurement and distribution.
• Gender awareness and a commitment to gender equality.
• Strong coaching, training and mentoring skills.
• Strong awareness of safety, security and risk management best practices.
• Good oral and written communication skills.
• Excellent command of Arabic.
• Fluency in English.

Desired

• Turkish speaking skills
