ROLE: WORKSHOP FACILITATOR

Workshop subject: Harmonisation of MEAL Approaches between CARE inside Syria programs

Date: Monday 5th September to Friday 9th September, 2016

Location: Istanbul, Turkey

Deadlıne: 07 August 2016

Participants: CARE MEAL focal points from Turkey, Lebanon and Jordan

Commitment: Total 12 days consultant time between 29.08.16 and 16.09.16

1.PURPOSE & OBJECTIVES

This workshop is organised by CARE International in Turkey in an effort to harmonise MEAL approaches, systems and tools for programming inside Syria. Facilitation support is required to maximise the quality and effectiveness of the workshop and the success of implementation of the outputs. This will include facilitation of work streams, capture and documentation of outputs and collation and analysis of MEAL elements from each hub into harmonised documents.

2.SCOPE OF WORK

Workshop Objectives:

· To agree workstreams for the harmonisation of key MEAL process and approaches for programming inside Syria.

· To identify/produce key tools required to facilitate the harmonisation process.

· To agree roles and responsibilities for the completion of this work.

· To enable cross hub learning and planning.

Facilitator Objectives:

· To lead on the development and delivery of the workshop sessions.

· To conduct pre-work for the event e.g. preparation of planning tools, facilitation of their completion, coordination of sharing of documents/inputs.

· To facilitate the sharing of MEAL standards and systems in each hub and the identification of commonalities and differences in MEAL approach and systems between each hub.

· To ensure all discussion and agreement is adequately captured.

· Responsible for production of workshop outputs and their delivery to the CARE Turkey PQM.

Draft Schedule:

Day 1 & 2 – Accountability (2 days):

  1. Inside Syria feedback and complaints system design. Output– agreed system design for 3 hubs

  2. Partner Accountability baselines and action plans. Output– agreed tool and timeframes for baseline completion and action plan development (link to partner capacity development)

  3. Development of key sections of SOP e.g. complaints categorization, types of complaints, response options, standard information lists for info sharing (by stakeholder). Output – draft SOP components

  4. CARE action planning for next 6 months. Output– workplan

Day 3 – MEAL minimum standards (draft standards provided - 1 day):

  1. Development of minimum standards for MEAL systems inside Syria. Split by key MEAL function. For use in system building, MEAL planning, monitoring and evaluation and partner capacity development

  2. Focus on inside Syria only

  3. Application of this for each hub e.g. how core standards will be applied in the South, from Leb, from Turkey

  4. Output– draft MEAL minimum standards for inside Syria plus methodology for use

Day 4 & 5 – MEAL harmonization (2 days):

  1. Pre mapping of tools and processes per hub to be coordinated by facilitator pre workshop

  2. Analysis of mapping to be conducted in workshop focusing on standardization where possible and relevant

  3. Output– Clear mapping of harmonized tools and processes, action plan for how to get there in reality, draft tool package for inside Syria

Workshop structure:

· The focus is on working sessions to produce required outputs based on full participation of attendees.

· Focal points from each hub will lead for their country office and will be responsible for leading on the execution of agreed work streams.

3.WORK SCHEDULE

12 days consultant time between the 29th August to 16th September. Inclusive of 4 days in the week starting the 29th August for preparatory work and 1 day in the week of the 12th September for post work. Plus the 5 workshop days in the week of the 5th September and 2 travel days.

Commitment:

  • 5 day workshop
  • 4 days pre work, 1 day post work
  • 2 travel days
  • Total 12 days consultant time

4.DELIVERABLES

· A set of planning tools to be completed before the workshop (to ensure maximum use of time)

· Detailed workshop plan for the 5 days (based on skype calls with focal points)

· Facilitation of all sessions during the 5 days

· A workplan to guide implementation of agreed actions (related to the decisions made during the workshop)

· A brief workshop report highlighting overview of the 5 days, agreed work streams, outputs, and responsibilities.

5.Payment Schedule:

The fee payment will be subject to delivery of above deliverables after their approval by the Program Quality Manager.

6.Type of Supervision and support to be provided:

The CARE Program Quality Manager, based in Gaziantep, shall provide overall supervision. As line manager, the Program Quality Manager, will oversee receipt of final deliverables.

7.Consultant’s work plan and official travel:

The consultant is expected to facilitate the preparatory work in the specified time, before the start of the workshop. The consultant should be able to travel to the workshop venue in Istanbul, Turkey. Official (return) travel to Turkey and accommodation in-country will be covered by CARE. The consultant is expected to provide his or her own computer.

8.Qualifications & Experience Required:

  • A degree in a relevant discipline.
  • At least five years of progressively increasing responsibility in program implementation, technical advisory or monitoring and evaluation fields.
  • Professional skills in participatory workshop facilitation
  • Results and output focus
  • Practical experience in MEAL for Humanitarian NGOs
  • Proven ability to deliver high quality products and work to deadlines with minimal supervision.
  • Excellent interpersonal and both written and verbal communication skills.

  • Fluency in written and spoken English is required; knowledge of Arabic is an advantage.

  • Experience working in Turkey and/or other Syria Crisis response contexts is an advantage.
