PARTNER ORGANIZATIONS

All of Oxfam's partners in the country of assignment receiving support in the area of empowerment for women and youth, as part of the ACCESS INNOVATION Program (PAI). These are primarily civil society organizations.

JOB CONTEXT

The program’s central strategy rests on the appointment of Canadian technical advisors (or technical advisors holding Canadian permanent resident status) in the countries of intervention, with a mandate to increase the technical, administrative and financial capabilities of local partner organizations. This support should enable partners to innovate and generate sustainable changes in their environment in terms of economic growth, food security, gender equality, good governance and environmental sustainability. To that end, the program focuses on the development of innovative intervention models and approaches, through a process that is supported by a network of Canadian partners composed of recognized civil society organizations, research institutes and socially responsible businesses.

With respect to the key theme of economic growth, the program emphasizes the economic empowerment of vulnerable women and youth, as well as their access to decent work. More specifically, Oxfam and its partners work on implementing new strategies to foster the employability and economic integration of women and youth (in particular through technical and vocational training) and to promote new business models (including social entrepreneurship) adapted to the local context.

JOB DESCRIPTION

Under the responsibility of the PAI Coordinator in the country of intervention, and in close collaboration with Oxfam colleagues (country, region, Oxfam-Québec headquarters), the Economic Empowerment of Women and Youth Advisor performs his/her mandate to ensure the achievement of PAI results and support the partners in his/her field of expertise.

RESPONSIBILITIES

In accordance with Oxfam’s policies, standards and procedures, the Economic Empowerment of Women and Youth Advisor undertakes the following responsibilities:

Thematic Support and Development

Monitor published research on the economic empowerment of women and youth in the region of assignment, as well as within the Oxfam confederation.

● Support the context analysis in the country of assignment in relation to the economic empowerment of women and youth.

● Coordinate the development of the PAI Thematic Strategy on the economic empowerment of women and youth, as well as its alignment to the overall Oxfam Country Strategy.

● Contribute to the development of new partnerships and alliances in the country in relation to the thematic strategy.

● Participate in coordinating the various thematic strategies implemented by Oxfam at country and regional levels.

Innovation andCapacity Building

● Support local partners in implementing or updating their organizational analysis and capacity building plan in relation to the economic empowerment of women and youth.

● Support local partners in identifying and planning innovations related to the economic empowerment of women and youth, which will be developed as part of the PAI and in collaboration with Canadian partners.

● Implement a training and coaching plan for partners and allies on various topics related to the economic empowerment of women and youth (social entrepreneurship, job market analysis, profitability analysis, marketing strategies, etc.).

● Support the active participation of local partners in awareness-raising campaigns and dialogue spaces supported by Oxfam with regards to local or national economic development.

Monitoring, Assessment and Learning

● Support partners and allies in the quantitative and qualitative assessment of results achieved in terms of the economic empowerment of women and youth.

● Coordinate the reporting – at Oxfam country program level – of the results achieved in terms of the economic empowerment of women and youth, along established standards.

● Contribute to documenting the learnings and innovations developed by Oxfam, its partners and allies with regards to the economic empowerment of women and youth (lessons learned, best practices, methodologies, approaches, life stories, etc.).

Expertise Networks

● Participate in Oxfam’s expertise networks on the economic empowerment of women and youth.

● Facilitate the participation of local partners and allies in expertise networks on the economic empowerment of women and youth, especially those coordinated by Oxfam.

● Coordinate the exchange of experiences in the region with regards to the innovative experiences implemented by partners and other development actors.

● Help promote and highlight Oxfam’s and its partners’ expertise within national and international networks pertaining to the economic empowerment of women and youth (articles, lectures, videos, testimonials, etc.).

REQUIREMENTS

STATUS

· Canadian citizenship or Canadian permanent resident status.

EDUCATION

· University degree in management, business administration, local or community economic development or any other relevant field.

WORK EXPERIENCE

· At least three (3) years of relevant experience in the field of economic integration (employability, entrepreneurship, support to the development of micro and small enterprises, etc.).

· Experience working in a multidisciplinary team.

· International development experience (an asset).

WORK EXPERIENCEABROAD AND IN THE COUNTRY

· Experience working in the country of assignment (an asset).

WORKING CONDITIONS

• Monthly allowance: amount based on the cost of living in the country of assignment.

• Monthly allowance adjusted upward for a maximum of two (2) dependents.

• School fees for children.

• Round trip airfare.

• Travel insurance, life and disability insurance.

• Housing allowance.

• Return allowance to assist with the reintegration process in Québec/Canada.
