Country: Turkey
Closing date: 15 Aug 2016
If you are a committed, creative professional and are passionate about making a lasting difference for children, the world's leading children's rights organization would like to hear from you.
For 70 years, UNICEF has been working on the ground in 190 countries and territories to promote children's survival, protection and development. The world's largest provider of vaccines for developing countries, UNICEF supports child health and nutrition, good water and sanitation, quality basic education for all boys and girls, and the protection of children from violence, exploitation, and AIDS. UNICEF is funded entirely by the voluntary contributions of individuals, businesses, foundations and governments.
Purpose of the Position:
Turkey is the largest host of refugees in the world, with approximately 3 million as of July 2016. Over 2.7 million are Syrians who have fled the conflict in their home country – more than half are children. Over 500,000 school-age children are out of school, and those currently in school face difficulties maintaining regular attendance due to economic barriers. Other negative coping mechanisms related to economic insecurity – such as begging, child labour and child marriage – are also issues of increasing concern.
The protracted nature of this crisis therefore requires more sustained support for refugees beyond short-term humanitarian assistance. There is an urgent need to expand the scope of existing social protection mechanisms in Turkey to serve as a safety net for the most vulnerable refugee families. In this context, the Government of Turkey (GoT) is exploring the establishment of a nationwide programme to provide a multipurpose cash grant to vulnerable Syrians and other refugees. Within this potential framework, UNICEF aims to support the integration of child refugees into the national Conditional Cash Transfer (CCT) for Education programme. In addition, UNICEF is exploring cash-based modalities to provide vulnerable Syrian and other refugee families with much-needed financial support during the winter, when household and basic expenses tend to rise.
Under the supervision and guidance of the NOC Social Policy Specialist and in coordination with relevant sections (Emergency, Education, Child Protection), the incumbent of this post will assist in designing and managing UNICEF's cash programming in Turkey.
