LEARN Consultant - Turkey

Mercy Corps has been responding to the needs of urban refugee and host communities since May 2014. To date special emphasis has been placed on adolescent development and to better meet the needs of Syrian adolescents specifically.

The Learning and Empowerment - LEARN - pilot project is a non-formal education pilot project which seeks to provide Syrian refugees living in Gaziantep with a range of learning options through a blended e-learning and in-person approach. The goal of this project is to ensure that Syrian adolescents (12-18 years old) are prepared for the future with adaptive skills acquired through non-formal education.

To achieve this goal, LEARN adopts an outreach model, with learning taking place:

  • Over a three month period.
  • In the learners' home on pre-loaded tablets through a self study.
  • In the learners community, through peer-learning groups held once a week for two hours.
  • With weekly one-on-one support for at least one hour once a week by a Syrian facilitator - these are individuals recruited from the community who hold a bachelor's degree or professional certificate in training, and have a minimum of 3 years' experience as a primary or secondary school instructor in Syria or Turkey.

Mercy Corps seeks a Non- Formal Education Consultant to provide professional analysis and guidance on the overall model of this distance learning initiative, as outlined above. Specifically, Mercy Corps seeks to establish an evidence base of this model, to support the future scale-up of this non-formal education pilot in Turkey.

Scope of Work:

The selected consultant will:

  • Commence with a desk review of existing internal LEARN reports to build on the analysis of the effectiveness and the strength of the current LEARN model:

  • Baseline report

  • Strengths and Difficulties Questions for children and parents report

  • Preliminary LEARN observation report

  • Conduct further analysis as necessary to validate and/or improve the LEARN model

  • Provide evidence based recommendations for necessary improvements or adaptations to the model (length of each LEARN cycle, method of implementation, LEARN groups) that will support the LEARN project to achieve its goals

  • Consult with local government and non-governmental actors to understand best practices in non-formal education initiatives for Syrian refugees

Deliverables

The Consultant will provide the following:

  • Copies of the tools developed, raw data and analysis of results for further information collection.
  • A final report containing the following:

  • The approach taken to review the LEARN model.

  • Key findings from desk review of LEARN data, documents and further analysis conducted.

  • A literature review of other example non-formal education initiatives implemented either in Turkey or in the region, but targeting Syrian refugees specifically, which Mercy Corps could learn from.

  • A set of evidenced-based recommendations for the future of LEARN, including specific recommendations on the model and any necessary adaptations in order to realise LEARN's goal and support the acquisition of adaptive (life) skills amongst students'.

  • This report will be at least 15 pages in length and will include, but is not limited to:

  • Introduction.

  • Overview of the Education Problem and Examples of Non-Formal Education Initiatives.

  • LEARN to Date: Strengths, Weaknesses and Lessons Learnt .

  • Research Methodology and Analysis.

  • Recommendations for the Future of LEARN.

Timeframe / Schedule:

Mercy Corps is seeking a consultant to commence as soon as possible for a period of 15 but no more than 30 days. During this period the consultant will be based in Gaziantep Turkey . The duration of the consultancy will be determined by Mercy Corps in collaboration with the consultant, based on the schedule submitted by the consultant.
