Brief Project Description:

The World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. To meet the food needs of Syrians affected by conflict, WFP is operating a regional emergency response in Syria and neighbouring countries. In Turkey, WFP is supporting the Government with the provision of food security to vulnerable Syrian refugees.

Job purpose:

To support the development of new and existing partnerships with government and private sector organizations in order to advocate the work of WFP, and raise and mobilise resources to support WFP programmes.

Under the direct supervision of the Head of Unit (based in Ankara), and in coordination with Government Partnerships and Private Sector Partnerships functions in Cairo, Amman, Dubai and donor capitals, the Government Partnership Officer will be responsible for the following key duties:

General

  • Implement the work plan for assigned area by delivering activities that maintain and develop government and private partnerships in order to maximise resources raised for the programme.

  • Contribute to the management of a portfolio of partnerships, soliciting contributions, providing donor stewardship, and analysing results, in order to maximise resources raised.

  • Participate and assist in negotiations for contributions and partnership agreements, in line with internal policies and external regulations, in order to reach advantageous outcomes, such as more flexibility and predictability.

  • Coordinate work with other government partnership officers to ensure the flow of information and other WFP units to align activities and ensure donor visibility and that donor conditions are met.

Donor Stewardship

  • Contribute to maintaining effective relationships with representatives of government donors through appropriate channels.

  • Help coordinate donor meetings, attending and taking minutes where required.

  • Prepare and provide inputs for briefing documents ahead of meetings with donors.

  • Prepare regular information to educate new and potential donors on the strategy, design, relevance and impact of WFP programmes, and to advocate the work of WFP.

  • Prepare for and accompany donor visits in the field when required.

Proposal Writing

  • Prepare funding proposals in line with corporate and donor requirements and ensure timely submission.

Donor Reporting

  • Prepare reports for donors in line with corporate and donor requirements and ensure timely submission.

Donor Visibility

  • Liaise with and provide input to Communications unit to ensure that visibility obligations are met.

  • Liaise with and provide input to Communications unit to generate attractive communications and visibility packages for donors.

Miscellaneous

  • Prepare briefs on resourcing and partnerships issues for management (Country/Regional/Division) as required.

  • Guide national staff, acting as a point of referral and supporting them with more complex analysis and queries.

  • Represent WFP at meetings when required, in such a way that advances the government partnerships strategy and objectives, and builds support for WFP activities.

  • Contribute to following standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy assistance to affected areas at the onset of a crisis.

  • Undertake other duties as required.

Qualifications

The incumbent must be a dynamic, multi-functional person, who will support WFP with professionalism, dedication and client orientation. The following qualifications are required**:**

Education:

  • Advanced University Degree in one or more of the following disciplines: Advanced University degree in Political Science, International Development, Development Economics, Marketing Communications, or a field relevant to international development assistance.

Experience:

· Two-three years or more of postgraduate progressively responsible professional experience in a relevant field of work, such as other UN agency/organisation, donor or NGO, with a background and interest in international humanitarian development.

· Experience in relationship management.

Technical Skills & Knowledge:

  • Understanding of humanitarian/ development operations in the developing world.

  • Understanding of donor expectations and trends.

Competencies:

  • Good interpersonal skills with the ability to build and maintain good working relationships internally and externally;

  • Good advocacy and negotiation skills with the ability to persuade, influence, and adapt communication style to different situations and individuals;

  • Excellent communication, interpersonal, networking and negotiation skills;

  • Proven excellence in writing and editing skills in English;

  • Well organized and detail oriented;

  • Problem-solving;

  • Ability to work independently and as part of a team;

  • Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization;

  • Interest in humanitarian relief, post-conflict situations, and the UN System; and

  • Experience working for the UN, a large INGO or a key WFP donor in communications, reporting and/or analysis will be seen as a major advantage.

Language:

  • Fluency in oral and written English with an intermediate knowledge of another official UN language. Working knowledge of Turkish and/or German considered an asset.
