The Monitoring & Evaluation, Accountability and Learning Coordinator will provide leadership and technical expertise to ensure that GOAL’s MEAL system is implemented effectively. He/She will be the key focal point in the programme for all aspects of MEAL. The MEAL Coordinator will support Programme Coordinators, Managers and staff. Strengthening MEAL tools, templates and processes across all GOAL Turkey programmes to ensure evidence-based planning and programming. S/he will also support programmes in quantitative and qualitative research activities undertaken. Additionally, will advise and input during proposal development for new programmes, to ensure clear theory of change and impact logic within programme design. A key part of the role will be capacity building to the MEAL team across GOAL Turkey area of intervention, as well as for GOAL’s partner organisations. Advocating for high quality and accountable programmes will be key to this role which should ensure evidence-based programming and donor compliance.
Duties:
- To provide overall leadership to MEAL team and review Log-frame matrix and ensure that input, output and outcome level results are logically linked to create desired impact;
- To review process and performance indicators of the project in view of project goals and objectives;
- To facilitate program teams in developing quality standards for all key program interventions to strengthen the compliance and quality aspects;
- To design and review data collection/tracking tools/formats/databases to ensure data quality, reliability and consistency;
- To regularly share monitoring reports with relevant team members and for informed decision making;
- To develop/maintain and scale up accountability mechanism; consolidate feedback response databases, provide a brief analysis of feedbacks and convert them into Learning document;
- To facilitate program teams in carrying out needs assessments, baselines and evaluations;
- To document and disseminate key lessons learnt out of monitoring and evaluation reports;
- Manage the MEAL Officer and give support on work planning
- Maintain and update an MEAL Framework for the country programme, bringing together tools and outlining systems. Develop new tools as required.
- Ensure that routine project monitoring takes place on time (including distribution monitoring, post-distribution monitoring and satisfaction surveys with stakeholders).
- Oversee the roll out of GOAL beneficiary Feedback & Communication mechanism.
- Establish and oversee the roll out of activities and training within the GOAL Turkey team Accountability Framework
- Oversee the effective communication and use of monitoring data and feedback/complaints to improve current programming, including development of agreed recommendations to ensure continual improvements to the quality and appropriateness of programme activities.
- In close coordination with the MEAL Officer, contribute to decision making and strategic direction of GOAL Turkey’s data management.
- Feed into the overall programme strategy, providing data and analysis as required for strategic purposes and new programme design, including proposal development. Design results frameworks ensuring that indicators are SMART and that required MEAL equipment, research projects, surveys, evaluations and staffing are budgeted for (in coordination with the Head of Programme).
- Ensure that the organisation delivers on all internal and external MEAL requirements in a timely manner and with high quality information.
- Provide capacity building, technical support and training to the MEAL team and GOAL’s local partners on all areas of MEAL.
- Co-ordinate, supervise and review all surveys, baselines/endlines, assessments and evaluations including recruiting consultants, designing tools and sampling methodologies, training teams, planning fieldwork, producing analysis and reports.
- Coordinate with MEAL Global Advisor on any joint country initiatives or feedback on development of organizational research and evaluation.
- Promote and strengthen the understanding of the importance of MEAL within the country team and the use and /or analysis of MEAL systems during program design and implementation.
- Participate on proposal development and design, playing a leading role on developing new programmes in line with the country strategic plan, working with the programme team on developing result based logical framework
- Be an advocate for learning in the programme ensuring that learning is captured and shared effectively.
- Represent GOAL at relevant coordination meetings
- Any other relevant tasks at the request of ACD-P
Requirements:
- A primary Degree in any of the following: Social Sciences, Development Studies or relevant discipline
- 3-5 years of monitoring evaluation, accountability and learning (MEAL) experience with at least 2 years Manager or coordinator level experience preferably with INGO(s);
- Demonstrated experience in applying quantitative and qualitative/participatory research methods.
- Proven capacity to build the MEAL skills of colleagues, partners and community members.
- Experience of working in challenging context and emergency settings desirable
- Understanding of mainstreaming principles and experience of working on mainstreaming activities.
- Confident presentation and facilitation skills, proven record in provision of trainings.
- Proficiency in using standard computer software, especially MS office as well as data entry/statistical packages, such as MS Access, SPSS, Minitab, Epi Info
- Ability to work under pressure, with minimum supervision.
- Knowledge of Sphere and commitment to humanitarian principles
- Excellent oral and written (English) communication skills mandatory, Arabic or Turkish desirable
