PROGRAM/DEPARTMENT SUMMARY:
As Mercy Corps seeks to alleviate suffering, poverty and oppression around the world we recognize that instances of sudden change within a country or region, are rare moments of opportunity. Mercy Corps is interested in strengthening presence for early as well as longer term programming for Syrians, including those who have been displaced, and will be present initially in the north, with expansion of programming to other regions over time. It is imperative that Mercy Corps present itself as a key and reliable partner with various donors, INGOs, government authorities and civil society actors, to be part of the process of positive change. Mercy Corps, with its global experience in working in countries undergoing major transitions, will be a key contributor in the process, bringing knowledge, expertise and strong management skills to position the agency as a partner of choice for progressive change in Syria, as well as in response to refugee and vulnerable populations in Turkey.
GENERAL POSITION SUMMARY: Mercy Corps is an international NGO operational with emergency and life-sustaining activities in North Syria since 2012. Mercy Corps currently operates with multiple institutional donors and a rigid, reporting regime.
The Grant and Reporting Officer will support the program department as the point person for communicating Mercy Corps humanitarian activities in Syria to donor reports. This includes the research and coalition of information from each operational department in to concise and clear narratives, statistical evidence and case studies. The Grants and Reporting Officer must develop and possess and understanding of compliance and reporting format requirements for each donor. The Grants and Reporting Officer must also be well versed on Mercy Corps internal systems of PM@MC and standards in monitoring, evaluation and learning (MEL) and accountability. S/he is an integral part of the North Syria team and is expected to have a strong operational understanding of all activities and strategy. S/he will also be the point person for drafting and editing new proposals and developing the initial narrative and budget requirements. As such, the Grants and Reporting Officer is expected to liaise across all departments. Lastly, the Grants and Reporting Officer is the primary contact for internal communications within Mercy Corps on key program activities, success stories and other useful updates for the broader, Mercy Corps audience.
ESSENTIAL JOB FUNCTIONS:
Reporting & Grants Management:
- Maintain project management tools including funding trackers, grant trackers and dashboards.
- Consolidate financial information tracking program spending and deliver status reports to Director of Programs on a monthly basis.
- Responsible for coordination of donor reports and ensuring they are of a high quality and submitted on schedule.
- Maintain program files according to PM@MC guidelines.
- Arrange and document all Program Kick Off Opening and Closing meetings, and track action points for follow-up.
- Provide draft answers to donor questions and requests, while ensuring compliance with donor regulations.
- Support full compliance with PM@MC minimum standards for program management.
- Act as the primary focal point with the desk teams in Portland and Edinburgh to act in response to donor strategic priorities and adhere to specific requirements and deadlines.
Proposal Development:
- Act as the primary writer in drafting new proposals – coordinating the development process with all departments of the team and under the guidance of the DOP.
- Support the finance team with initial budget development and ensure consistency with program planning.
Organizational Learning
As part of Mercy Corps' agency-wide Organizational Learning Initiative, all team members are responsible for spending 5% of their work time in formal and/or non-formal professional learning activities.
Accountability to Beneficiaries
Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

KNOWLEDGE AND EXPERIENCE:
- Graduate degree in a relevant field preferred
- 1-2 years of experience related to humanitarian or developmental work
- Strong writing skills and ability to edit with a critical eye to detail (English) Ability to produce and edit documents under deadline pressure
- Ability and willingness to learn and follow donor reporting and compliance requirements.
- Ability to coordinate funding proposals and progress reports from key institutional donors (USAID, DFID, ECHO, EC).
- Strong program and project management skills required. PM@MC certified preferred.
- Strong understanding of key humanitarian principles and good practices
- Ability to efficiently deal with competing priorities
- Experience from complex and complicated settings with time sensitive deliverables in unstable environments
- Working knowledge of budget development and management
- Experience working in a multi-cultural setting
- Demonstrated flexibility and creativity in planning and problem solving.
- Internationally recognized qualification in project or program management or a commitment to obtain the qualification in the early months of work.
SUCCESS FACTORS:
The successful candidate will combine exceptional organizational abilities and writing skills with good humor under pressure. S/he will learn and move between all departments to consolidate essential information for accurately reporting Mercy Corps activities in North Syria. S/he will be able to capture strategy and planning in to concise and clear documents in new proposal development. The candidate will be organized and maintain a clear electronic and paper filing system. S/he will take the time to learn and understand donor compliance and help ensure best practices are upheld throughout the entire grants management process. The successful candidate will be able to ultimately be able to provide constructive input to large relief programs and therefore, must be willing to learn from others. In particular, best practices in cross cutting issues including accountability, gender and protection. S/he must be focused on capacity building of national staff; have strong program support skills, good information management skills and maintain a sense of humor.
LIVING /ENVIRONMENTAL CONDITIONS:
The position will be based in Gaziantep with frequent traveling to locations within Turkey as required for coordination and project management purposes. Personnel in this location are expected to follow all security protocols. Good medical services are available. City electricity is available and running water is reliable also. Internet connectivity and communication is reliable in most locations. In general, road conditions in Turkey are good.
Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
