Shafak was officially established in 10-10-2013 (registration no. 27-016-129). It was founded during the early months of the Syrian Crisis in 2011. At its core, Shafak is a grassroots NGO that was formed by Syrians for Syrians, with the intent of addressing the needs of their life with dignity, equality and humanity with a focus on sustainability and autonomy.
Shafak is an impartial, independent, non-profit NGO that exists for the express purpose of providing humanitarian services to vulnerable people regardless of political or religious affiliations and on the long run to contribute to recover and rebuilding the society on freedom, justice and equality basis.

Finance Consultant
Role Purpose
under the supervision of the Chief Executive Officer the Finance Consultant will establish a financial and management procedures for Shafak. and in conjunction with the Finance Manager and CEO ensure adequate resource acquisition for the development of services in the support of our goals as a NGO.

Key areas of accountability and responsibilities:
Finance system review
· Participate in the provision of effective strategic, financial planning and information.
· Assist the Finance Manager on Developing financial legislation, policies and procedures and adhere to the terms of donor’s requirements
· Provide financial and accounting advice and guidance to the Finance Manager
· Train and support the finance team on preparing detailed reports on financial
· Attend meetings; and make presentations and finance trainings to both operations and programs staff.
· Review and advise on the accounting and financial systems that maintain full and accurate accounting records
· Review financial plans, Government Regulations, compliance requirements and provide guidance to the Finance Department
· Conduct financial analysis and prepare detailed financial reports and statements to the CEO.
· Working with finance team review available fit-for-purpose financial systems for introduction to Shafak
Budgeting and Grants management
· Draw Master Budget Guidelines in coordination with the finance manager and programs managers and train staff on all budgeting requirements.
· Critical review of shafak budgets including cost allocation
· Critical review of the current in-house donor reporting against current reports
· Review all Shafak grants and paper review with the assistance of finance and program teams.
· Work with Program Managers and department heads regarding process, procedures and protocols to budgeting.
· Prepare cheat sheets for each donor, including requirements and reporting scheduling.
Cash flow management
· Review cash flow per project, identifying risk projects.
Training and Performance Management
· Conduct a training needs assessment for the finance team and develop a training plan
· Review and identify cross over responsibilities between HR/Finance and Logistics
· Train Finance and Project Managers on Budget Monitoring and grants applications
· Plans financial, regulatory, compliance or operational reviews/audits.
· Identify control gaps and opportunities for improvement.
· Support specific performance improvement initiatives, e.g. through the implementation of a finance department goals.
Required Qualifications, Experience and Attributes
· Bachelor’s degree in Finance or accounting or any related field.
· A minimum of 5 years’ experience in finance management
· A minimum of 3 years’ experience in the humanitarian sector
· Knowledge of financial audits, project management, risk assessment, information system audit, and proficiency in the use ERP system are desirable.
· Excellent communications and reporting skills in both Arabic and English.
· Strong computer skills, including MS Office, spread sheets and database management.
· Ability to work with minimal supervision, when necessary, and to meet tight deadlines.
· Excellent interpersonal skills.
· Qualifications such as Certified Internal Auditor, Certified Information Systems Auditor will be an advantage Is preferred.
