Overview:
Global Communities is an international non-profit organization that works closely with communities worldwide to bring about sustainable changes that improve the lives and livelihoods of the vulnerable. Global Communities is currently implementing a multi-sectoral program in northern Syria from its base in Gaziantep, Turkey, delivering relief items, providing shelter support and food security activities, and supporting community protection and resilience.
Global Communities intends to hire a temporary consultant to fulfill the duties of Human Resources Manager while the recruitment for this role is ongoing. The consultant will oversee all human resource issues in the areas of personnel management, policy and procedures, record keeping, contractual and legal matters, and the implementation of administrative systems for the Global Communities Turkey office.
Anticipated Level of Effort (LOE): Up to 90 days
Responsibilities:
Support and implement Global Communities administrative policies and procedures, such as: review Per Diem policy, danger pay for national staff based in Turkey and traveling into Syria, and update HR manual for national staff to ensure compliance with labor law.
Review current Turkey and Syria salary scales and develop comparable proposal for the Senior Management Team.
Review current HR systems and provide suggestions to DFA, to enhance and provide efficiency to the recruitment process.
Support, organize and follow a hiring practice in coordination with relevant supervisors
Assist in the entire process of the hiring, probation, evaluation, promotion, and termination of staff.
Assist in staff contracts modifications and establish contract tracking system.
Consult with the legal advisor in Turkey to ensure the employee manual, which includes benefits are in line with Turkish Labor law
Ensure that all new staff receive full induction into the organization
Provide guidance and direction to staff on compensation and benefits
Maintain leave tracking system (sick/annual/home/holiday) for international and national staff
Bring potential personnel problems and achievements to the attention of relevant management
Recruit, support, train, and develop HR staff
Maintain historical human resource records using a filing and retrieval system
Communicate areas of change in both policy and procedure to all staff
Identify training needs and develop internal and external training opportunities for staff
Ensure Global Communities compliance to all applicable laws and policies
Maintain confidentiality and professionalism for all personnel paperwork, records, and issues
All other duties as assigned.
Qualifications:
A Bachelor’s degree in Human Resources Management, Business or Public Administration, or a related field
A minimum of 6 years’ experience in administration and human resources
A minimum of 4 years’ supervisory experience
Experience with an international non-governmental organization preferred
Familiarity with accepted HR practices and procedures
Familiarity with USAID rules and regulations
Advanced knowledge of word processing and database maintenance
Demonstrated ability to supervise staff and promote a team environment
Demonstrated ability to work effectively in a fluid operating environment
Excellent command of English, both written and spoken, working knowledge of Arabic and/or Turkish is an asset
